Job Title: Chief Financial Officer
Reports To: Chief Executive Officer
FLSA Status: Exempt
Salary Range: $80k - $120k
Summary: Direct and manage all practices and activities in the Finance and Accounting functions to ensure compliance with State and Federal rules and regulations. Ensure generally accepted accounting practices (GAAP) are met. Make recommendations relating to budget preparation, income forecasts, and operational changes as needed. Assist with grant preparation including research and reporting to the various entities. Strategic Planning development. Responsible for Credit Union’s investments under NCUA regulations.
Duties and Responsibilities include the following. Other duties may be assigned.
Directly or through subordinates, oversee and manage the financial and accounting functions of the Credit Union to include: ALM, AP, AR, budgets, collections, GL, financial analysis, financial reporting and recordkeeping, investments.Develop, implement, and evaluate policies and procedures for the Accounting/Finance Department. Ensure that policies and procedures reflect current regulations and are communicated to and implemented by subordinates.May direct and supervise development, production, promotion, and sale of the credit union’s products and services.Preparation of reports and presentations at the Credit Union’s monthly Board meetings.Attend scheduled Senior management meetingsParticipate in determining deposit and loan rates.Provide guidance regarding investment decisions.Hold periodic department meetings. Identify areas for improvement, changes in procedures, new developments, or changes in services. Keep staff up to date on trends and general Credit Union information.Assist with lease negotiation and major purchasing decisions for capital equipment or other capital asset expenditures.Prepare and maintain ALM and quarterly reporting.Manage and maintain funding of Allowance for Loan Lease Loss Model.Forecasting of the balance sheet.Assist in analysis of new branch site locations and closings of existing branches.Oversee various internal audit procedures, i.e. cash counts, teller drawer audits, review of employee accounts, loan documentation, wire transfers, etc.Serve as the Credit Union’s liaison with regulatory agency examiners and internal auditors. Gatekeeper for exam documents.Oversee & Manage the Debit Card department. Debit Card/Accounting/Fraud staff are crossed‑trained in all departments.Oversee & Manage the Fraud department.Develop and implement the Strategic Plan & quarterly reporting to the Board of Directors.Assist with contract negotiations.Grants - Participate in the research and application process including but not limited to preparing all necessary reports as required by the Grantor(s). Responsible for tracking grant funds.CDFI – manage and track requirements of recertification.Periodically travel to branches.Attend conferences pertinent to position.Supervisory Responsibilities:
Directly supervises employees in the Accounting and Debit Card/Fraud Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include training employees, planning, assigning, and directing work, appraising performance, rewarding, and disciplining employees, addressing complaints and resolving problems.
