This role supports the implementation of mandatory U.S. Treasury and Repo clearing in response to new SEC Treasury Clearing Rules effective by the end of 2026. As part of the OTC Clearing Product Development team, the contractor will lead business analysis and product design efforts to deliver a front‑to‑back clearing solution for both the bank and its institutional clients.

• Lead front‑to‑back product design and implementation for U.S. Treasury and Repo clearing.
• Define, document, and drive business and regulatory requirements across stakeholders.
• Manage project plans, timelines, testing, and weekly delivery reporting.
• Coordinate with internal teams (Front Office, Risk, Finance, Accounting, IT, Operations, Legal) and external partners (clearing houses, vendors).
• Support client onboarding, sales, operating model design, training, and regulatory reporting changes.
• Ensure appropriate operating controls and reconciliations are in place prior to go‑live.

• 7–10 years of experience delivering regulatory or clearing‑related projects in large financial institutions.
• Deep subject‑matter expertise in U.S. Treasuries, Repos, OTC clearing, and clearing broker models.
• Strong knowledge of SEC Treasury Clearing Rules, regulatory capital (CRR, Basel III), risk models, and accounting standards (US GAAP / IFRS).
• Proven business analysis, project management, and stakeholder management skills.
• Ability to work independently, meet regulatory deadlines, and operate in a fast‑paced environment.
