Payroll Tax Manager

New York, NY | Pay: $78.00 - $84.00 per hour

Job Summary

The Payroll Tax Manager to support high-volume, multi-state payroll tax operations for U.S. entities operating across multiple jurisdictions. This onsite role is responsible for ensuring timely and accurate payroll tax remittance, reconciliation, compliance reporting, audit management, and coordination with third-party payroll tax providers. The ideal candidate will possess strong expertise in Federal, State, and Local payroll tax regulations, experience handling payroll tax notices and amendments, and the ability to work effectively in a fast-paced, deadline-driven environment.

Job Responsibilities
  • Manage the timely and accurate remittance of Federal, State, and Local payroll taxes through third-party payroll tax providers
  • Maintain the accuracy and integrity of payroll tax data submitted to external vendors
  • Prepare, reconcile, and file monthly, quarterly, and annual withholding and unemployment tax returns
  • Manage and respond to State payroll tax audits for all assigned entities
  • Prepare monthly, quarterly, and annual reconciliations of W-2 wages and with holdings
  • Reconcile third-party vendor reports and files against source payroll systems
  • Prepare, reconcile, and review Forms W-2C and associated payroll tax amendments
  • Perform monthly reconciliation of payroll-related balance sheet accounts
  • Complete quarterly and annual reconciliation of employee equity transactions
  • Provide analytical support to accounting teams regarding payroll tax and deduction liability accounts
  • Manage the setup and deactivation of payroll tax jurisdictions for all applicable entities
  • Execute and document SOX compliance testing related to payroll tax processes
  • Research and respond to payroll tax inquiries from employees, agencies, and third parties
  • Support external unemployment advisory processes and related inquiries
  • Coordinate payroll tax payment transfers with Treasury teams
  • Lead testing efforts for payroll tax system upgrades and enhancements, including documentation of test cases and results
  • Participate in special projects and process improvement initiatives as assigned
Job Requirements
  • Minimum of five (5) years of experience managing high-volume, multi-state payroll tax operations
  • Strong experience with ADP Smart Compliance or other third-party payroll tax providers required
  • Demonstrated expertise handling Federal, State, and Local payroll tax filings and compliance requirements
  • Strong working knowledge of payroll tax regulations in New York and California required
  • Experience managing payroll tax notices, including Federal and State withholding and unemployment tax notices
  • Strong understanding of payroll tax adjustments within payroll systems to ensure accurate compliance and reporting
  • Experience preparing and reconciling W-2s, W-2

    Cs, and amended payroll tax filings
  • Experience supporting payroll tax audits and agency inquiries
  • Familiarity with SOX compliance testing and process documentation
  • Experience with large-scale ERP payroll systems required
  • Experience with SAP ECP Payroll preferred
  • Advanced proficiency with Microsoft Excel and Microsoft Office Suite
  • Excellent analytical, organizational, and problem-solving skills
  • Strong written and verbal communication skills
  • Ability to maintain strict confidentiality with sensitive payroll information
  • Ability to multitask, prioritize workload, and perform effectively under pressure
  • Strong attention to detail and follow-up skills
Work Experience
  • Minimum of five years of payroll tax experience in a high-volume, multi-state environment required
  • Experience working with third-party payroll tax vendors and enterprise payroll systems required
  • Experience handling complex payroll tax reconciliations, amendments, and compliance reporting required
