Overview
The Business Services Directorate (BSD) supports Brookhaven National Laboratory’s research initiatives by managing financial activities, including the planning and implementation of the Lab’s fiscal matters and its approximately $900million annual budget. The BSD includes the Budget Office, where a Business Manager will report to the Budget Officer and help maintain an efficient, cost‑effective environment to control costs for the laboratory’s operating budget.
Responsibilities- Recommend and implement financial policy for the laboratory.
- Ensure proper distribution of costs to support the laboratory’s missions.
- Interpret and implement Cost Accounting Standards (CAS) and prepare BNL’s CAS Disclosure Statement.
- Develop and implement indirect rates, review and approve standard rates, and oversee proper distribution.
- Receive and disburse all funds coming into the Laboratory.
- Oversee execution of the Laboratory’s budget and funds control.
- Provide ad‑hoc, classroom, and online training.
- Formulate, plan, and report budgets in support of management decision‑making.
- Maintain and support budget systems.
- Coordinate and perform development, analysis, and administration of the laboratory’s standard labor rates, including salary, paid absence, and fringe benefit rates, supporting the Salary Wage Pool of approximately $550million.
- Conduct labor rate forecasting and analysis, evaluate workforce and compensation trends, develop rate projections, monitor actual performance against forecasts, recommend rate adjustments, and support wage pool planning throughout the fiscal year.
- Maintain, validate, and update wage pool–related data within Human Resources, Financial, Budgeting, and Budget Submission systems to ensure accuracy and integrity of financial planning and reporting information.
- Collaborate with Human Resources, Information Technology Division (ITD), and business stakeholders to maintain and validate labor distribution data within Workday, LCDS, and related financial systems.
- Review and analyze labor costing and organizational assignment information to ensure accurate allocation, distribution, and reporting of labor costs in support of budgeting, financial reporting, labor rate development, and compliance requirements.
- Review, analyze, and monitor the laboratory’s recharge service centers, indirect cost pools, and organizational burden rates to ensure compliance, accuracy, and financial sustainability.
- Serve as the primary liaison and reviewer for Joint Appointment Agreements, collaborating with universities and business offices to review funding worksheets, cost allocations, and related financial documentation.
- Process monthly indirect burden allocations and support month‑end and year‑end financial closing activities.
- Provide financial expertise, analysis, and recommendations to senior management regarding labor rates, indirect costs, budget performance, compliance requirements, and related financial matters.
- Prepare and deliver recurring and ad‑hoc financial reports and analyses, including monthly wage pool performance reports, variance analyses, labor rate and labor cost projections, actual‑to‑budget comparisons, and related financial metrics.
- Monitor and analyze wage pool activity, staffing, and compensation trends; forecast‑to‑actual results; identify variances and emerging issues; and provide recommendations and supporting analyses to facilitate management decision‑making, financial planning, budgeting, and cost management activities.
- Ensure compliance with Department of Energy (DOE) requirements, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and Prime Contract directives.
- Identify opportunities for process improvements, operational efficiencies, and risk mitigation.
- Develop and recommend solutions to complex business and financial challenges.
- Maintain comprehensive documentation of policies, procedures, methodologies, and internal controls related to labor rate development, cost allocations, and financial management processes.
