JOB SUMMARY

This position serves as deputy to the Director of Financial Oversight and is responsible for supporting the financial oversight of Metro-North's Operating Budget ($1.6B), Capital Budget (in support of the Capital Program Delivery and Oversight team), and Operating Capital portfolio ($200–300M). The role assists in the review and approval of new need funding requests, as well as in the development of multi-year financial plans, variance analyses, and business reviews.

Working closely with the Director of Financial Oversight, this position helps ensure operating departments manage resources efficiently, adhere to MTA financial policies (including the Fiscal Baseline Reset), and pursue opportunities for cost control and improved financial performance. The position also prepares management reports and executive-level analyses to support decision-making by senior leadership.

DUTIES AND RESPONSIBILITIES
  • Responsible for overseeing the Operating Capital Project portfolio, including leading the monthly preparation and distribution of the Operating Capital Funded Projects Progress Report and ensuring project status, funding activity, and related financial controls are accurately documented and monitored.
  • Work with Force Account and oversee capital budgeting of headcounts, non-payroll inputs and overtime. Ensuring budgeting process is accurately recorded in the Financial Plans.
  • Manage monthly pre-bill process by reviewing, revising, tracking and certifying capital project invoices. Review and revise monthly pre-bills to ensure accurate labor, material, accounts payable, and equipment charges are billed.
  • Support the development of the Financial Plan for MNR Operating Departments and assist in evaluating new need requests to ensure departmental proposals align with strategic goals, operational priorities, and resource availability.
  • Participate in the preparation, monitoring, and administration of Metro-North Railroad’s (MNR) operating budget, including forecasting, expenditure tracking, variance analysis, and ensuring adherence to financial guidelines.
  • Assist the Director in conducting monthly business reviews for select departments by analyzing budget performance, overtime, workforce availability, and key variances, and helping develop recommendations to support financial and operational goals.
  • Contribute to initiatives that enhance financial oversight, operational efficiency, and cost-effectiveness.
  • Select, Develop and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
