Missions

In a context of budgetary rigor and full of change, the community wishes to strengthen financial management by ensuring the preparation and monitoring of budget execution, treasury management, the preparation of funding research dossiers, the reliability of financial data in the context of service modernization. Additionally, the community wants to prepare for the certification of accounts and contribute to the securing of financial procedures.

Directly reporting to the Deputy General Director, you will provide advisory services to the General Directorate and all services. You will contribute to the securing of the community's budgetary procedures, manage the budget execution of a portfolio of services, and work in close collaboration with the various services attached to the DGA.

Your priorities:

• Budget preparation and monitoring: in direct collaboration with the DGA
  - Participate in the preparation of the Budget Orientation Debate.
  
  - Coordinate the preparation of the Initial Budget, the Amending Decisions, and the Unique Financial Account.
  
  - Accompany the services in the preparation of their budget forecasts.
  
  - Ensure the monitoring of budget execution.
  
  - Produce dashboards and execution analysis.
  
  - Carry out end-of-year projections.
• Financial management and treasury
  - Ensure daily treasury monitoring.
  
  - Develop and update the treasury plan.
  
  - Follow up on remaining to be realized, commitments, and future charges.
  
  - Participate in the optimization of debt and treasury management.
  
  - Monitor receivables to be collected and expected financing.
• Research and follow-up of funding
  - Identify mobilizable funding mechanisms.
  
  - Conduct a watch on calls for projects.
  
  - Prepare dossiers for grant applications.
  
  - Ensure administrative and financial follow-up of obtained grants.
  
  - Optimize the financing rate of investment operations.
• Accounting reliability and financial quality for account certification
  - Participate in the update of the inventory and the asset.
  
  - Contribute to the reliability of accounting data.
  
  - Monitor depreciation.
  
  - Participate in the reduction of payment delays and the follow-up of default interest.
• Modernization of financial practices
  - Participate in dematerialization projects.
  
  - Contribute to the improvement of financial procedures.
  
  - Participate in the development of internal financial control.
  
  - Accompany the services in the appropriation of good budgetary practices.

Profile sought

Education and experience
• BTS Accounting
• Training in public or private accounting
• Knowledge of M57 and M4
• Confirmed experience in a territorial community or public establishment
• Experience in preparing grant dossiers
• Knowledge of the Civil Finances software is appreciated
