Location: New York

A growing financial institution is seeking an experienced Consumer Compliance Manager to lead and oversee its consumer regulatory compliance program. This position is responsible for ensuring the organization's compliance with applicable federal and state banking regulations while serving as a trusted advisor to executive leadership and business units.

The ideal candidate will have a strong background in consumer banking compliance, regulatory examinations, policy development, compliance monitoring, and employee training. This is an excellent opportunity for a compliance professional looking to play a strategic role in strengthening the institution's compliance framework and regulatory risk management program.

Key Responsibilities Consumer Compliance Program Management
  • Develop, implement, and maintain a comprehensive consumer compliance program that aligns with regulatory requirements and industry best practices.
  • Monitor changes to federal and state banking regulations and ensure timely implementation of policy, procedural, and operational updates.
  • Interpret regulatory guidance and provide compliance support to business units, lending, deposit operations, and executive management.
  • Maintain and update compliance policies, procedures, and internal controls.
Regulatory Oversight & Risk Management
  • Oversee compliance monitoring, testing, and risk assessments across consumer banking operations.
  • Ensure compliance with consumer protection regulations, including but not limited to:
  • Community Reinvestment Act (CRA)
  • Equal Credit Opportunity Act (ECOA)
  • Truth in Lending Act (TILA)
  • Bank Secrecy Act (BSA)
  • OFAC
  • Privacy regulations and other applicable federal and state requirements.
  • Identify compliance risks and develop corrective action plans to mitigate regulatory exposure.
Audits, Examinations & Reporting
  • Coordinate regulatory examinations, internal audits, and independent compliance reviews.
  • Prepare documentation, reports, and responses for regulators, auditors, and executive leadership.
  • Track examination findings and oversee remediation efforts to ensure timely resolution.
  • Prepare periodic compliance reports and risk updates for senior management and committees.
Training & Advisory Support
  • Develop and deliver compliance training programs for employees and management.
  • Serve as a subject matter expert on consumer compliance matters and provide guidance to operational teams.
  • Review forms, disclosures, and customer-facing documents to ensure regulatory compliance.
  • Support business initiatives by providing compliance guidance during product development and operational changes.
  • Foster a strong culture of compliance throughout the organization.
  • Mentor and support compliance staff while promoting professional development.
  • Partner with Risk Management, Internal Audit, Legal, Operations, Lending, and executive leadership to strengthen enterprise-wide compliance efforts.
  • Participate in strategic initiatives and process improvement projects designed to enhance regulatory compliance and operational effectiveness.
Qualifications
  • Bachelor's degree in Business, Finance, Accounting, Legal Studies, or a related field.
  • Minimum 5 years of experience in consumer banking compliance within a bank, credit union, or regulated financial institution.
  • Strong knowledge of consumer banking regulations, including CRA, Fair Lending, ECOA, TILA, RESPA, FCRA, BSA, OFAC, and related regulatory requirements.
  • Experience managing regulatory examinations, internal audits, and compliance monitoring programs.
  • Proven experience developing compliance policies, procedures, and employee training programs.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to present regulatory matters to executive leadership.
  • Proficiency in Microsoft Office Suite.
  • Certified Regulatory Compliance Manager (CRCM) or similar professional certification is strongly preferred.
