The Finance Division at DOHMH has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the nation's largest local health department. DOHMH has approximately 7,000 employees and serves the nation's largest city of 8.8 million New Yorkers. The Revenue Analyst will report to the Director of E.I along with 3 other Revenue Analyst. The Revenue Analyst is responsible for monitoring and tracking of Federal and State expenditures.
Duties- Assist in the administration and accounting activities of the Early Intervention Programs for the Office of Revenue.
- Assist in creating financial forecasts to identify and assess possible funding gaps for the Early Intervention Program.
- Liaise with grantor agencies and other stakeholders, such as the NYC Office of Management and Budget, to ensure compliance with policy requirements and respond to all data and reporting requests.
- Collaborate with NYC DOHMH Audit Services and respond to all audit requests, findings, and hearings.
- Assist in creating, maintaining, and submitting various accounting analysis reports used by Leadership for financial and policy decision making.
- Work closely with internal and external personnel for all budget, expenditure, and payment data to ensure claims are efficiently and accurately processed and meet all due dates.
- Responsible for the monitoring and tracking of expenditures and revenue.
- Maximize agency reimbursement by ensuring all expenditures are captured and reported accurately in claims.
- Resolve issues related to Medicaid denials and disallowances.
- Work in collaboration with Budget Administration and programs to ensure internal systems reflect the correct budget condition and that program spending is consistent with the budget.
- Prepare accounting, budget, and financial reports and advise discrepancies. Request modifications when necessary.
- Provide year-end projections and identify annual surplus or deficits.
- Create accurate billed and unbilled receivables, and appropriately realize payments in the City’s Financial Management System (FMS).
- Perform analysis, data reconciliations, and identify discrepancies and provide timely resolutions.
- Responsible for accurately updating monthly, quarterly, and year-to-date reports and schedules.
- Accurately analyze and report patterns and trends of claims, spending, and revenue.
- Ensure full compliance with all Federal, State, and City policies and procedures.
- Understand regulations, laws, and policies.
- Review, interpret, and present comprehensive reports and documents for agency use.
- Ensure all monthly, quarterly, and annual revenue targets and goals are met.
- Evaluate and test functionality of the New York State Department of Health’s Early Intervention system, and report and collaborate with various internal and external stakeholders to address concerns and recommend enhancements.
