Description

Reporting directly to the CEO, the Chief Financial Officer (CFO) is a key member of the Executive Leadership Team and is responsible for the strategic, operational and decision-making leadership of all financial functions across a multi-site government-funded nonprofit organization. The CFO ensures financial sustainability, regulatory compliance, fiscal control and analytic rigor to guide and actively monitor the fiscal performance of Seamen’s Society in support of the agency’s mission.

This role requires a hands-on, strategic leader who can operate effectively in a highly regulated, multi-revenue stream environment, while continuously improving processes, modernizing infrastructure, and serving clients, internally and externally, with speed and excellence. The CFO operates at the intersection of strategy, operations and financial performance, actively shaping the organization’s direction and long-term viability. The CFO exhibits the agency’s core values, championing a culture of adaptability, partnership, positive regard, transparency, learning and financial stewardship throughout the organization.

Duties and Responsibilities:

Financial Leadership & Strategy
  • Serve as a key strategic advisor to the CEO, Executive Leadership Team and Board of Trustees on all financial matters.
  • Develop and execute short-term and long-term financial strategies that support organizational growth, sustainability and mission impact.
  • Lead and own all aspects of the finance function for the management company and affiliated entity.
  • Lead enterprise-wide financial planning, including annual budgets, multi-year forecasts, capital planning and financial analyses to support program(s) expansion and operational resilience.
  • Translate financial data, develop key performance indicators and provide actionable insights to support operational and strategic decision-making.
  • Oversee 403(b) plan financial contributions and investment performance.
Government Grants & Contracts
  • Oversee financial administration of New York City, New York State, and federal government contracts and grants.
  • Ensure compliance with all regulatory requirements, including grant restrictions, indirect cost allocations and reporting obligations.
  • Partner with Program and Development teams on government grant budgets, cost modeling and funding strategies for new and existing programs.
  • Ensure regular and timely feedback to Program and Development leaders on budgeting and contracting issues.
Medicaid Reimbursement & Revenue Cycle Management
  • Provide executive ownership and oversight of the end-to-end revenue cycle for New York State Medicaid Managed Care programs, ensuring accurate revenue recognition, encounter data integrity, reconciliation, and regulatory compliance.
  • Develop and maintain financial controls supporting Medicaid revenue recognition, claims adjudication, billing, and government reimbursement reporting.
  • Partner with Compliance, QA/QI, and Program teams to ensure adherence to Medicaid and Medicaid Managed Care program regulations, billing requirements, and audit readiness standards.
  • Develop long-range financial plans addressing Medicaid and funding changes, managed care transitions, and enrollment fluctuations.
Treasury Management & Fiscal Liquidity
  • Establish financial policies and internal controls governing cash management, banking relationships, endowment support (affiliated entity), and disbursement activities.
  • Present cash position analyses and financial risk assessments to Executive Leadership, the Finance and Audit Committees, and the Board of Trustees.
  • Direct organizational cash flow strategy, ensuring adequate cash to support operations, growth initiatives, and capital investments.
  • Ensure sufficient cash reserves to meet payroll, vendor obligations, claims payments, debt service requirements, and strategic investment priorities.
  • Establish forecasting methodologies that provide visibility into short-term cash needs and long-term financial sustainability.
