The Office of the Deputy Mayor for Health and Human Services is responsible for ensuring that agencies that oversee the City’s social services programming are run compassionately, equitably and effectively, and that the City’s public health and healthcare delivery systems are delivering results for all New Yorkers. Overseeing a portfolio with a combined budget of over $20B annually and a workforce of approximately 68,000 staff, the Office of the Deputy Mayor for Health and Human Services is focused on implementing bold efforts within and across City agencies and Mayor’s Offices.

Agencies and Mayor’s Offices reporting to the Deputy Mayor for Health and Human Services include: NYC Health + Hospitals, Department of Health and Mental Hygiene, Office of Chief Medical Examiner, Department of Social Services (Human Resources Administration and Department of Homeless Services), Administration for Children’s Services, Department for the Aging, Department of Veterans’ Services, and the Mayor’s Office of Immigrant Affairs, the Mayor’s Office to End Domestic and Gender-Based Violence, the Mayor’s Office of Community Mental Health, and the Mayor’s Office for People with Disabilities.

The Problems You’ll Solve

• Supervise DMHHS team members including management of staff daily operations, advising team on immediate and long-term strategies with HHS agencies, managing ongoing crises and liaising between staff and Deputy Mayor, along with the Chief of Staff.

• Develop and execute portfolio-wide strategic projects and plans in coordination with HHS agencies and other City Hall offices to ensure cohesion across vision, goals, projects and timelines.

• Lead policy development and project management for the Deputy Mayor on a number of complex, high-priority work streams from City Hall leadership including emerging health and housing strategies, behavioral health policy, and legal services.

• Oversee the development and presentation of all materials from the DMHHS team for approval from City Management of the policy team under the DMHHS; support of direct reports to the Deputy Mayor.

• Participating in internal and external meetings with or on behalf of the Deputy Mayor to ensure appropriate follow-up.

• Coordinating and implementing special projects at the Deputy Mayor’s request and organizing team capacity to complete the Deputy Mayor’s projects.

• Developing and facilitating systems and processes for City Hall coordination.

• Coordinating across Deputy Mayor teams.

• Assist the Deputy Mayor with oversight of confidential structural or organizational issues facing agencies within the portfolio, as well as advising on key hiring or appointments within City Hall and the agencies.

• Serve as surrogate for the Deputy Mayor in meetings with City senior leadership and external stakeholders, including those where decision making capacity is required.

Minimum Qualifications

• A master’s degree in public health, public administration, public policy, social work, economics, business, law or related fields, and at least 2 years of related work experience; or a bachelor’s degree from an accredited college, and at least 5 years of related experience.

• An understanding of the health and human services policy issues related to New York City and the provision of services across its five boroughs; an understanding of New York City’s government agencies and/or community-based organizations is a plus.
