The Department of Social Services (DSS) consists of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self‑sufficiency as quickly as possible.
Under general supervision of the CPRU Level III Supervisor, the CPRU Level II Supervisor manages a group of approximately five to six Level I supervisors, approving recommendations to resolve clients’ fair hearing requests related to Agency decisions affecting the receipt of Cash Assistance, SNAP, and Medicaid benefits, and preparing documentation for presentation of evidence at the Office of Administrative Hearings (OAH).
Assignments are made at the discretion of management and are limited to the duties and responsibilities detailed below.
- Coach Level I Supervisors on determining whether cases should be resolved or sent to Packet Preparation using databases (including WMS, POS, New York City Way, etc.) to verify the accuracy of actions taken or to identify defective Notices of Intent (NOI) or decisions, and sign off the appropriate action within the FHEMS system to route cases to the next appropriate Fair Hearings/FIA Unit.
- Sign off electronic Fair Hearing evidence packets using the FHEMS system, ensuring all relevant documents for presentation at the OAH are included, and communicate with Fair Hearing Representatives to confirm packet completeness and resolution status.
- Conduct outreach to clients on cases that require follow‑up to determine case resolution. Explain the fair hearing process, identify needed information or documentation, and ensure it is received and properly incorporated into the client’s case file.
- Monitor and review staff individual FHEMS queues to ensure all work is completed in a timely manner. Consult with subordinates on workload issues and the appropriateness of actions taken on cases, and stay abreast of changes in Agency policies and procedures and FHEMS system updates.
- Notify Job Center staff of required actions to resolve cases.
- Receive and respond to telephone or written inquiries and complaints from outside agencies, public officials, and central office operations regarding clients and fair hearing activities.
- Send resolution letters to clients whose cases have been determined to be resolved, and communicate with Fair Hearing Representatives to assess the quality of evidence packets and the need for additional documentation to strengthen the defense at hearings.
- High school diploma or its educational equivalent, plus three years of full‑time satisfactory experience working directly in social/human services or a related setting, providing either client services or employment planning/counseling services involving job development, skills assessment, employment placement, or other economic opportunity programming.
- A baccalaureate degree from an accredited college, plus at least eighteen months of full‑time satisfactory experience working as a Benefits Opportunity Specialist; or strong equivalencies such as 60 semester credits in place of some work experience. All candidates must have at least 18 months of full‑time satisfactory experience as a Benefits Opportunity Specialist or in social/human services work as described above.
