Public Affairs serves as a critical component of DCAS’ outreach and engagement strategy, focusing on shaping and managing the organization’s relationship with the public, media, and other external stakeholders. Public Affairs carries out its work via multiple teams including The City Record, External Affairs, and the Office of Communications which houses multiple specialized units including Creative Services, Media Services, Reproduction Services, and Special Events.
The Director of External Affairs serves as the agency’s senior lead on legislative, intergovernmental, and community affairs. Reporting to the deputy commissioner, this role develops and executes the agency’s external strategy, oversees high-level stakeholder engagement, and ensures compliance with legislative mandates and public reporting requirements. The Director provides strategic guidance on real estate initiatives, public-facing projects, and citywide coordination efforts while supporting related staff and cross-functional work streams.
Key Responsibilities- Strategic Legislative and Intergovernmental Leadership
- Develop and advance the agency’s legislative and regulatory agenda in coordination with City Hall, City Council, and State Legislative Affairs.
- Serve as the primary liaison to City Hall, Community Boards, Elected Officials, and sister agencies on high-level legislative and constituent matters.
- Lead preparation for City Council hearings, task force meetings, and oversight proceedings; draft and review testimony and briefing materials.
- Monitor and analyze legislative developments, providing strategic recommendations to agency leadership.
- Oversee responses to City Hall and City Council inquiries, ensuring accuracy, timeliness, and strategic alignment.
- Compliance and Reporting Oversight
- Direct tracking and monitoring of agency compliance with local laws and reporting mandates.
- Ensure all reports are internally vetted, approved, and submitted to City Hall, including coordination with the Deputy Mayor of Operations.
- Oversee coordination with Communications to finalize and publish local law reports and public-facing materials.
- Community and Stakeholder Engagement
- Develop and implement strategies to build partnerships with community stakeholders that support agency initiatives.
- Lead community outreach efforts related to major projects, including real estate development and public site selection processes.
- Oversee responses to public inquiries related to City property use, status, and disposition.
- Real Estate and Public Initiatives Strategy
- Provide strategic oversight of the ULURP process for leasing, acquisition, site selection, and disposition.
- Shape public engagement strategy for real estate initiatives to ensure transparency and community support.
