DCAS’s mission is to make city government work for all New Yorkers. It manages New York City’s most iconic courthouses and municipal buildings, purchases over $1 billion annually in goods and services for more than 80 City agencies, and provides critical resources and support to help agencies deliver on their mission. DCAS supports citywide equity, effectiveness, and sustainability by recruiting, hiring, and training city employees;
managing public buildings; acquiring, selling, and leasing city property; purchasing goods and services; maintaining the city’s greenest municipal vehicle fleet; and leading efforts to reduce carbon emissions.
The Deputy Director for Investigations and Compliance reports to the Executive Director of Citywide EEO Investigations and Compliance and is responsible for overseeing Citywide Equity and Inclusion’s investigations and compliance functions. The role provides oversight and guidance across multiple City agencies on investigation and compliance matters related to federal, state, and local workplace non‑discrimination laws.
Responsibilities- Manage the intake process for EEO complaints and determine CEI jurisdiction.
- Conduct and oversee third‑party investigations of discrimination and harassment complaints.
- Coordinate with the Executive Director to assign investigations to attorneys and provide investigative strategy guidance.
- Ensure investigations are thorough, timely, and consistent with City policies and best practices.
- Draft and review investigative reports in accordance with EEO policy.
- Maintain relationships with agency EEO personnel and interpret and apply EEO policy.
- Act as subject‑matter expert in developing and implementing investigative and complaint procedures.
- Review closed EEO complaints and accommodation files to promote consistency in policy application.
- Analyze citywide trends and advise agencies on necessary workplace culture changes.
- Formulate and monitor enforcement strategies to ensure compliance with new legislation and executive orders.
- Provide input on discrimination and harassment prevention training content.
- Develop and provide practicum training for agency EEO professionals on investigative protocols and procedures.
- Assist the Executive Director in managing day‑to‑day responsibilities of attorneys, aides, interns, and support staff.
- Demonstrate discretion, tact, and diplomacy in communicating difficult and sensitive information.
- Advise the Executive Director on important initiatives and trends.
- Admission to the New York State Bar.
- At least four years of recent full‑time legal experience, with at least eighteen months in supervisory, administrative, managerial, or executive capacity.
- Ongoing good standing membership in the New York State Bar for the duration of employment.
- Five or more years of experience in EEO investigations, civil rights compliance, or workplace conduct investigations.
- In-depth knowledge of federal, state, and local equal‑employment‑opportunity laws and regulations.
- Expertise in developing investigative policy and conducting complex discrimination and harassment investigations.
- Experience with the City of New York’s EEO policy is a plus.
- Strong analytical, critical thinking, problem‑solving, and project‑management skills.
- Successful supervisory experience managing full‑time staff and setting clear expectations.
- Sound judgment, discretion, professionalism, and a high degree of confidentiality.
- Superior presentation and written communication skills, including coalition building and relationship nurturing.
- Strong computer proficiency, including Microsoft Office, Excel, Word, and PowerPoint.
