Administrative Contract Specialist – NON‑MGRL Former M1/M2‑1009A.

Recruitment Strategy:
Open to candidates who are permanent in the civil service title of Administrative Contract Specialist or any of the following comparable titles:

  • Administrative Staff Analyst
  • Administrative Procurement Analyst
  • Health Services Manager
  • Administrative Manager

The Bureau of the Agency Chief Contracting Officer within the Division of Finance is primarily tasked with procuring citywide contracts on behalf of the Agency while adhering to citywide guidelines, rules, regulations, and policies.

The Office of the Agency Chief Contracting Officer seeks a highly motivated and detail‑oriented professional to serve as Assistant Agency Chief Contracting Officer (AACCO) of Compliance. The successful candidate will have worked in a fast‑paced, complex environment. The AACCO will train, lead, and supervise staff who manage the Agency's compliance with rules and executive orders related to Vendor Performance Evaluations, Local Law 63, PLA, and other New York City Local Laws.

Responsibilities include:

  • Serve as a member of the ACCO / Assistant Commissioner's senior management team.
  • Advise the ACCO / DACCO on issues concerning compliance and subcontractor approvals.
  • Lead directors and analysts in compliance activities to ensure adherence to local laws.
  • Supervise and monitor staff performance to ensure timely and compliant processing of work.
  • Ensure staff receive necessary updates and training to complete their work.
  • Liaise with program areas on subcontracting and Local Law 63, and develop strategies to maintain compliance.
  • Provide advice and guidance to programs regarding their compliance activities.
  • Address and follow‑up on outstanding staff and program personnel issues.
  • Represent the ACCO at public events, meetings with Agency personnel, and oversight agencies.
  • Develop and implement creative solutions to manage a heavy workload.
  • Utilize PASSPort, DOHMH's internal tracking systems, and other systems.
  • Prepare detailed and summary reports for senior management and oversight agencies. Complete special projects as requested.

  • Superior oral and written communication skills.
  • Ability to manage a wide range of projects simultaneously in a fast‑paced environment.
  • Working knowledge of PASSPort and a demonstrated understanding of NYC PPB Rules.
  • Experience working under strict deadlines.

Qualifications
  • A baccalaureate degree from an accredited college and four years of full‑time, satisfactory professional, technical or administrative experience in program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months in an administrative, managerial or executive capacity, or supervising professional personnel performing work in the cited fields.
  • A four‑year high school diploma, or its equivalent, and six years of full‑time, professional, technical or administrative work experience in the cited fields; at least eighteen months in an administrative, managerial or executive capacity, or supervising professional personnel as described in item 1.
