Chief of Staff
The New York City Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP also leads critical investments in environmental infrastructure, climate resilience, and the long-term sustainability of New York City's water and wastewater systems. DEP is the largest combined municipal water and wastewater utility in the country, with more than 5,500 employees and a multi-billion dollar operating and capital program.
DEP plays a central role in protecting public health, supporting economic growth, and advancing environmental stewardship. DEP is currently seeking a strategic, collaborative, and highly organized individual to serve as Chief of Staff to the Commissioner. Reporting directly to the Commissioner, the Chief of Staff leads coordination across DEP's executive leadership team to advance the agency's mission and ensure effective execution of the Commissioner's agenda.
The Chief of Staff works closely with the Commissioner and senior leadership, and serves as a point of central coordination for others across DEP.
Reporting directly to the Commissioner, the Chief of Staff will:
- Lead the coordination and execution of the Commissioner's priorities across DEP's bureaus and executive leadership team.
- Convene internal stakeholders and monitor implementation of agency-wide initiatives that require cross-functional collaboration and executive decision-making.
- Prepare and review executive briefings, reports, presentations, and other materials for the Commissioner.
- Represent DEP in meetings with City Hall, agency partners, industry leaders, environmental organizations, and other external stakeholders, as directed by the Commissioner.
- Serve as the Commissioner's primary liaison to City Hall and other City agencies on matters requiring executive coordination.
- Support development and implementation of agency strategy, organizational priorities, and performance management initiatives.
- Coordinate internal and external communications on behalf of the Commissioner, including speeches, correspondence, public remarks, and stakeholder engagement.
- Partner closely with the Chief Operating Officer, Chief Financial Officer, and Deputy Commissioners to advance agency objectives and support effective organizational management.
- Oversee the Office of the Commissioner, including management of office operations and supervision for assigned staff.
- Work closely with the Commissioner's Executive Assistant to ensure alignment of the Commissioner's time and engagements with agency priorities.
- Lead the tracking and implementation of agency priorities, ensuring alignment between strategic objectives, operational performance, and organizational accountability.
- Support the advancement of equity and environmental justice principles across DEP's operations.
- A Bachelor's degree with at least seven (7) years work experience in public administration, infrastructure, environmental services, operations, or a related field.
- Four (4) years experience should be in a direct advisory, management, or executive support role to organizational leadership.
- Demonstrated ability to operate within complex organizations and drive execution across multiple stakeholders.
- Strong strategic planning, organizational management, and project leadership capabilities.
- Exceptional written and verbal communication skills, including preparation of executive-level communications and briefing materials.
- Experience advising senior executives on operational, policy, or organizational issues.
- Strong judgment, political acumen, and ability to navigate complex governmental environments.
- Ability to analyze and synthesize technical, operational, financial, legal, and policy information for executive decision-making.
- Demonstrated commitment to public service, environmental stewardship, infrastructure, and operational excellence.
- Proficiency with Microsoft Office Suite and other workplace collaboration and project management tools.

Residency RequirementNew York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
