Eligibility

Candidate must be serving permanently in the title of City Planner or be reachable on the open competitive civil service list for Exam No. 5045.

Position Summary

Transit Development within the Division of Transportation Planning & Management (TPM) seeks a Bus Priority Analyst to advance key initiatives related to the planning, design, and implementation of bus priority projects that improve speed and reliability of bus operations on New York City streets. The analyst will develop proposals to improve bus service on identified corridors using NYC DOT’s toolkit—including bus lanes, bus queue jumps, bus bulbs, bus boarding islands, curb management, and pedestrian safety improvements—conduct data analysis, GIS mapping, traffic analysis, and engage in public outreach.

Responsibilities
  • Advance key bus priority projects, including design, planning, and implementation.
  • Conduct data analysis, GIS mapping, and technical traffic analysis.
  • Prepare and present proposals for bus service improvements on identified corridors.
  • Engage with community boards, public stakeholders, and other agencies in workshops and presentations.
  • Collaborate across the TD unit, other DOT staff, and city, state, and federal agencies, particularly the MTA.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university and two years of full‑time experience in city planning.
  • Or equivalent combination of education and experience as defined by the standards above.
  • All candidates must have a baccalaureate degree.
  • For Assignment Level III: one additional year of professional experience.
  • For Assignment Level IV: two additional years of professional experience.
Preferred Skills
  • Experience working on transportation or urban planning projects.
  • Strong design, data, and outreach skills.
  • Experience with geographic data collection and analysis, particularly using the ArcGIS suite.
  • Experience with traffic analysis.
  • Familiarity with transit‑oriented street design.
  • Capacity for problem‑solving.
  • Experience with CAD and/or graphic design software.

Residency Requirement

New York City residency is generally required within 90 days of appointment. Certain City employees who have worked for the City for two continuous years may also be eligible to reside in nearby counties. New hires must reside in New York City for the first two years of employment.

Work Arrangement

The position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program.
