Your Team

Situated within the Office of Finance & Administration, the Division of Budget manages the agency’s $1+ billion operating budget, which is comprised of 15 funding streams from city, state, federal, and other categorical sources. The division’s staff advise and support HPD’s program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost savings initiatives, financial analysis, and program development.

Impact

The Budget Expense Unit seeks a dynamic, resourceful, and organized, Personnel Review Analyst to assist with managing the agencies personnel review process. As a Personnel Review Analyst, you will work closely with colleagues in the Budget Office, Office of Human Resources, as well as personnel liaisons within the agency’s program divisions. The ideal candidate will have strong analytical and critical thinking skills, problem solving skills, with the ability to coordinate multiple priorities in a fast-paced environment with minimal supervision.

In this role, the candidate will be expected to develop a strong working relationship with various parts of the Agency in understanding guidelines and eligibility regulations to ensure program areas are utilizing available funding and headcount.

Your Role & Responsibilities

Under supervision of the Director of Personnel Review within the Division of Budget you will be responsible to manage personnel review for the Office of Enforcement and Neighborhood Services (OENS) to ensure the stability of staffing levels, new hires, promotions, and backfills etc. With some latitude to exercise independent judgment, you will be required to:

  • Manage Personnel Action Requests and Backfill Action Requests and distribute them to the respective Budget Analyst for CDBG funding source eligibility review.
  • Provide technical guidance to OENS on how best to utilize limited personnel resources to achieve HPD’s Housing goals and Housing Program initiatives.
  • Ensure that Personnel Actions are in compliance with the Mayor’s Office of Management and Budget (OMB) & HPD’s rules, regulations, and guidelines.
  • Work with the Expense team to monitor CDBG spending levels for Personnel Services.
  • Liaise with the Human Resources Department to coordinate processing of Personnel Service Requests.
  • Assists in the continuous development and improvement of processes, continually looking for opportunities to streamline and improve internal procedures regarding the personnel review process.
  • Special Project and assignments at the Deputy Director’s or Senior staff request.
Qualifications Experience

Required experience and skills:

  • A baccalaureate degree from an accredited college.
  • Strong Database Management skills with the ability to maintain multiple databases.
  • Excellent organizational skills with the ability to effectively set priorities.
  • Strong ability to work creatively, thoughtfully, and productively with people from different backgrounds in a solution-oriented, collaborative environment.
  • Experience with Microsoft Office 365 (Word, Excel, Access, Project, PowerPoint, and SharePoint).
Minimum Qualifications
  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.
