Location: New York

The New York City Taxi & Limousine Commission (TLC) is the City agency responsible for regulating the taxi and for‑hire vehicle industry, overseeing a transportation ecosystem that moves nearly 1 million riders every day. With approximately 180,000 licensed drivers, 1,000 businesses, and 115,000 vehicles, TLC is committed to dignity, accountability, and collaboration across the sector.

TLC is seeking a Policy Analyst to join the Policy Research Unit within the Agency’s Policy and External Affairs Division. The Unit reviews, monitors, evaluates, and implements a diverse range of policies affecting the for‑hire transportation industry and the communities it serves, addressing topics such as labor, technology, and transportation planning.

Reporting to the Director of Policy Research, the Policy Analyst will support the Agency by conducting policy and data research, drafting recommendations, and engaging stakeholders.

Responsibilities
  • Conduct policy and data research and analysis to support agency work.
  • Draft policy recommendations, memos, and reports and present findings to senior staff and external stakeholders.
  • Analyze data relating to industry, mobility, and labor trends.
  • Carry out qualitative research through stakeholder engagement.
  • Track legislative, technological, and industry developments in New York and other jurisdictions.
  • Represent the division and Agency in meetings with stakeholders and other City agencies.
Qualifications
  • Bachelor’s degree from an accredited college and at least two years of experience in community work or community‑centered activities related to the duties.
  • High school graduation or equivalent and at least six years of experience in community work or community‑centered activities related to the duties.
  • Equivalencies of education and/or experience meeting the requirements above, with all candidates required to have at least one year of experience as described in the first scenario.

Salary:
Proposed salary will be determined based on experience and preferred skills of the selected candidate.
