The Role

The Senior Program Manager, Diversion Initiatives will support the development, implementation, oversight, and continuous improvement of MOCJ’s diversion, pretrial, and alternative‑to‑incarceration portfolio. The Diversion portfolio includes more than $160 million in programming, more than 25 programs, and 15 providers serving over 50,000 people annually. The largest program within this portfolio is the City’s Supervised Release Program.

Under the supervision of the Executive Director of Diversion and Transition Initiatives, the Senior Program Manager will provide project management, operational, and programmatic support for Supervised Release and related diversion initiatives. The role will support MOCJ’s work to reduce pretrial incarceration, strengthen oversight of contracted provider services, improve coordination across City agencies and justice system stakeholders, and ensure the City’s diversion strategies are implemented with fidelity.

The position is needed to support the growing usage and operational demands of Supervised Release, including daily program management, provider coordination, contracting and budget follow‑up, stakeholder communication, data review, meeting preparation, site visits, court observations, and reporting. The Senior Program Manager will help operationalize, monitor, and track the City’s strategies to reduce the incarcerated pretrial population while supporting long‑term public safety and jail population reduction goals.

Responsibilities
  • Support the daily management and oversight of the City’s Supervised Release Program and related diversion initiatives, including coordination with contracted providers, justice system stakeholders, City agencies, and community partners.
  • Manage ongoing work to reduce pretrial incarceration, including components of program implementation, provider coordination, dissemination of research and policy updates, and documentation of program outcomes.
  • Operationalize, monitor, and track the City’s strategies to reduce the incarcerated pretrial population, including preparing internal and external updates on progress, trends, challenges, and alignment with long‑term goals.
  • Support the effective administration of a large and complex diversion portfolio, including follow‑up on provider emails, meetings, contracting approvals, budget‑related items, payment coordination, and other daily program management needs.
  • Coordinate and participate in programmatic site visits with MOCJ‑contracted providers to assess implementation, identify operational issues, and support continuous program improvement.
  • Conduct courtroom observations across the city, including criminal court, community court, and other relevant court settings, to better understand program operations, referral pathways, stakeholder needs, and opportunities to improve diversion access.
  • Collaborate with other MOCJ portfolios and teams to support program development, including attending provider events and helping develop and implement new interventions to address unmet diversion needs of people with open criminal legal system cases.
  • Work with MOCJ leadership, the Policy and Justice Operations Department, and the Research team to develop and implement quantitative and qualitative performance metrics for program oversight, quality assurance, policy decisions, and internal and external communications.
  • Support the creation, refinement, and implementation of data reporting templates to track program utilization, outcomes, performance trends, and operational issues.
