Venezuela is currently responding to a major earthquake emergency in its central-northern region, and UNICEF is looking for an experienced Emergency Specialist ready to make a real difference on the ground. This is a opportunity to lead emergency preparedness and response efforts at the heart of the operation — from rapid needs assessments and coordination with Government, UN agencies and NGOs, to mobilizing resources and ensuring life-saving assistance reaches children and families when they need it most.

Under the guidance and supervision of the supervisor, establishes and implements country office emergency preparedness and response. Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions to ensure the survival and well-being of children and mothers, and the affected communities in an emergency situation.

• Emergency preparedness is effectively arranged together with establishment of country contingency plans and early warning mechanisms.
• Emergency preparedness and response plans addresses gender issues that may be expected to intensify during emergencies.
• Emergency plans of action are developed, and compliance and coordination of all sectors with the plans are implemented.
• Technical advice on emergencies and programme management related to implementation of emergency preparedness measures are effectively provided.
• Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office.
• Substantive improvements are made in the emergency preparedness and response capability of UNICEF staff and implementing partners through conduct of effective training activities.

• Education: Completed Master or equivalent (Advanced University Degree) in Social Science, Public Administration, International Public Policy, Public Health, Nutrition and Dietetics, Business Administration, Management/Administration, Social sciences, International Law, and any other related fields is required. A Bachelor or equivalent (First Level University Degree) in a relevant area combined with 2 additional years of relevant work experience may be accepted in lieu of an advanced university degree
• Work Experience: Minimum Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration is required. Developing country work experience is required.
• Skills: Knowledge of the principle of gender parity and equality is required.
• Language Requirements: Fluency in Spanish and English is required.

• Language:
  Knowledge of another official UN language (Arabic, Chinese, French or Russian) is an asset.
• Specialized training/experience in emergency response management highly desirable
• Knowledge of UNICEF policies and strategy to address on national and international emergency issues, particularly relating to conflicts, natural disasters, and recovery is desirable.
• Knowledge of global humanitarian issues, specifically relating to children and women, and the current UNCEF position and approaches is desirable.
• Knowledge of UN humanitarian reform principles, international humanitarian laws is desirable.
