In November 2022, New York City voters overwhelmingly approved three ballot proposals that put racial equity and justice at the heart of city government, including the NYC Commission on Racial Equity (NYC CORE).

The first of its kind in the nation, the NYC Commission on Racial Equity is an independent 15-member commission responsible for engaging diverse communities to guide and assess the City’s racial equity planning process. NYC CORE provides accountability for New Yorkers, regularly evaluating the City’s progress on its racial requirements and goals. NYC CORE will be composed of diverse New Yorkers with equity expertise and/or relevant lived experience, serving as a conduit to bring historically excluded communities and voices into government decision-making.

Team You’ll Work With:

NYC CORE is an independent commission to hold the NYC government accountable to advance racial equity in government operations and to increase community voice in government decision-making. The Chair & Executive Director is jointly appointed by the Mayor and the New York City Council Speaker. Other NYC CORE commissioners are appointed by the Mayor, City Council Speaker, City Comptroller, and Public Advocate.

The Commission's staff is responsible for executing the Commission's day-to-day mission and setting its path to success. NYC CORE team takes the vision of the Chair & Executive Director and the Commissioners and translates it into action strategies and plans that implement accountability for racial equity in the city. Like the Commission itself, the Commission’s staff aims to be representative of New Yorkers from all communities and walks of life.

Staff bring an accountability mindset to their work, ensuring they collaborate with city agencies and voice public concerns.

The Problems You’ll Solve

The Procurement Associate reports directly to the Senior Fiscal Associate / Agency Chief Contracting Officer and Operations and Administration Unit.

RESPONSIBILITIES
  • Obtain price quotes for goods and services, assist in gathering and researching information from vendors.
  • Prepare documentation for solicitation of goods and services; checking specifications for adequacy; analyzing bids and proposals for fair and reasonable pricing and/or responsiveness; and assessing whether bidders are responsible.
  • Manage assigned procurements throughout the lifecycle, under supervision and approval of the ACCO or procurement supervisor, including but not limited to Micro purchases, 5+10 Small Purchases, M/WBE Noncompetitive Small Purchases, and Intergovernmental Purchases.
  • Process assigned procurements through solicitation, evaluation, award, encumbrance, registration when required, written authorization and closeout.
  • Analyze and process assigned payment requests; including ensuring invoice information and its associated purchase orders align and that payments made is in accordance with budget allocations and fiscal year delivery periods.
  • Draft, finalize and submit all procurement public notices to various publication platforms.
  • Reviewing purchasing requisitions and procurement documents.
  • Support negotiations of prices and terms with vendors.
  • Provide vendors with written purchase orders, notices to proceed or other authorization only after all required internal and external approvals have been obtained.
  • Serve as liaison with and between agency end users, vendors, and oversight agencies.
  • Maintain and update procurement status reports and databases.
  • Utilize FMS and other City information systems to prepare contracts for registration, including conducting responsibility determinations, ensuring vendor registration in required data systems, coordinating contract execution, and securing required approvals.
  • Provide cross-functional administrative and operational support to the Operations and Administration Unit, including compliance tracking, recordkeeping, document preparation, reporting, project coordination, responding to information requests and assisting with special projects and process improvements.
