Strategy& Policy Department
The Strategy and Policy department allows the agency to deliver on its mission to expand and strengthen NYC’s democracy through evaluating impact, developing policy solutions, fostering intergovernmental connections, analyzing legislation, and more. Internally, the department leads strategic planning, program evaluation, and the creation and implementation of policies that guide how the agency operates and evolves over time. Externally, the department shapes New York City's elections landscape by publishing legislative recommendations and original, data-driven research through the Voter Analysis and Post-Election Reports, work that informs decision-makers and contributes to a stronger democratic process across the city.
The department also manages the agency’s relationships with policymakers and government officials, ensuring the agency maintains a strong, credible voice in the conversations that matter most.
The Policy & Research unit advances the agency’s mission through research, analysis, and policy development focused on voter behavior and campaign finance. The unit identifies opportunities to strengthen agency programs and improve New York City’s elections and campaign finance systems. As the agency’s central research and publication hub, the unit produces high-quality, data-driven reports (including the Voter Analysis Report and the Post-Election Report) that transform complex data into actionable insights and policy recommendations for agency leadership and external stakeholders.
The unit also leads the development, implementation, and evaluation of public policy and agency wide policy changes, ensuring that the agency’s work is informed by evidence, aligned with strategic goals, and responsive to emerging challenges and the larger policy landscape. Policy & Research sits within the Strategy & Policy department, which also includes the Strategic Planning Operations unit and the Intergovernmental Affairs team.
The Strategy & Policy department moves research and ideas into practice in order to expand and strengthen NYC’s democracy.
