The Department of Financial Services (DFS) is seeking candidates for the position of Assistant Chief Investigator – Field Operations within the Department’s Investigations & Intelligence Division, Insurance Frauds Bureau. This position will report directly to the Assistant Director of Field Operations. The primary responsibility of this role is to oversee and manage investigators assigned to investigate insurance, financial and healthcare fraud across upstate and downstate regions.

These investigators are assigned to federal, state, and local law enforcement task forces.

The primary duties of this position include, but are not limited to, the following:

  • Supervises a team of investigators and oversees all day-to-day activities, including planning and assigning work;
  • Directs field assignments, including undercover operations, arrests, search warrants and enforcement activity when required and as needed;
  • Liaises with the Intelligence Operations team lead to assign intelligence support and analysis tasks to enhance field operation investigations;
  • Establishes goals and priorities for investigations involving diverse fraud schemes and other emerging criminal activity affecting insurance, financial and healthcare companies;
  • Monitors investigator performance to ensure that matters are being resolved efficiently, effectively, and in accordance with Bureau policy and New York law;
  • Provides direction and support to investigators on complex cases and investigative techniques and strategies;
  • Reviews investigators’ reports and provides positive and constructive feedback to help investigators achieve their investigative objectives while advancing their professional development;
  • Raises critical investigation findings and conclusions to Bureau management and recommends solutions to achieve successful outcomes;
  • Ensures sensitive matters and confidential information are protected and only share with individuals that need to act upon the information;
  • Manages investigators’ training to ensure their continued professional development;
  • Expertly presents case material to senior-level government and law enforcement authorities;
  • Competently represents the Bureau at official meetings and maintains meaningful partnerships with federal, state, and local law enforcement entities;
  • Manages administrative matters including case assignments, time sheet verifications, official vehicle usage monitoring, and overtime approvals;
  • Conducts investigators’ annual performance evaluations;
  • Assists in the Bureau’s special projects and other assignments as needed; and
  • Other duties as assigned.
Qualifications

Minimum Qualifications

Overnight travel may be required up to 20%.

Preferred Qualifications
  • Possession of a current NYS basic police school certification, peace officer certification or be able to attain its equivalent and can drive a vehicle and possess a valid NYS driver’s license.
