Duties Description

Environmental Analyst 2 is generally second in charge of analysis units involved in the full range of environmental analysis matters, or unit heads in main office settings involved in significant specific program areas of environmental analysis. They supervise subordinates and may personally coordinate, assess and perform the most complex environmental analysis.

Environmental Analyst 2 coordinates the efforts of the environmental and other regional staff in environmental impact analysis and regulatory activities including the agency's permit program. The Environmental Analyst 2 is responsible for a major segment of the office's environmental responsibilities. Such responsibility may include coordination of office effort, drafting rules and regulations, and directing and coordinating environmental review and analysis of various projects and proposals under their jurisdiction.

Environmental Analyst 2 has verbal and written communication with a wide variety of groups and individuals. The ability to communicate effectively at each level is very important since the many laws, rules and regulations operating in the environmental area have an effect on project applicants, local, State and Federal government officials and the public. The issues involved are often sensitive and conflict-producing.

Incumbents supervise lower-level Environmental Analysts or other professional positions engaged in environmental analysis by assigning work, reviewing it, and providing guidance and consultation on more complex or difficult assignments. They may also work on the more difficult and complex cases.

Environmental Analyst 2 reports to the Environmental Branch Chief and may refer highly sensitive or major policy matters to him/her, although they for the most part operate with considerable independence and under general supervision.

The position performs responsibilities in accordance with all current and amended, DMNA policies and procedures, federal and state statutes, and where applicable, the contract bargaining agreement and requirements of the National Guard Bureau (NGB), specifically the Master Cooperative Agreement (MCA) and supporting regulations. The position may report to state and/or federal supervisory personnel.

Duties and responsibilities include but are not limited to:

• Coordinates the review of environmental documents required by federal, local and state agencies and prepares agency comments.
• Oversees agency noise management program to include assessment of military noise modeling results.
• Oversees active and former NYARNG remediation and restoration programs.
• Coordinates the review of projects, to include rehabilitation of National Landmark and Historic Installations, with the NYS and NYC Historic Preservation Offices.
• Oversees agency Natural and Cultural Resource Management Program.
• Requests funds from the National Guard Bureau and develops projects to obligate those funds.
• Serve as a member of various outside agency working groups.
• Conducts Native American Consultation for NYARNG construction projects.
• Conducts wetland delineations for all activities that may affect wetlands and have a thorough understanding of wetland mitigation design and procedures.
• Prepares Federal and State wetland permits for project implementation.
• Conducts inventories and environmental assessments of ecological communities with respect to military operations.
• Identifies permit requirements, environmental issues, overall application content and format for proposals requiring environmental permits and recommends action on permit issuance and drafts permit conditions.
• Conducts field studies, analysis and inventories of physical, biological, natural and manmade resources under state jurisdiction.
• Reviews the preparation of applications for Tidal Wetlands, Freshwater Wetlands, and Protection of Waters permits.
• Ensures compliance with the State Environmental Quality Review Act (SEQRA); resolves project issues within the Department and all interested parties.
• Assists in the preparation or review of environmental impact documents per SEQRA, National Environmental Policy Act (NEPA) and Army Regulations.
• Assesses the effects of environmental projects on human and natural resources and ecological relationships.
• Assists in developing rules, regulations and procedures for the implementation of environmental laws as pertains to natural/cultural resources.
• Under the direction of the Environmental Branch Chief, performs the full range of supervisory duties such as developing, training, and evaluating staff.
• Perform other duties as assigned.

Job Requirements
