Omb's staff of analysts and experts assembles and oversees the mayor’s expense and capital budgets, which fund the services and activities of approximately 90 city agencies and entities.

Within omb, the fema disaster recovery task force works with city, state, and federal agencies to help new york city recover from the lasting impacts of hurricanes sandy and ida, covid-19, and other federally declared disaster events. Within the fema disaster recovery task force, sandy grant management & insurance unit is responsible for monitoring expenditures to ensure city outlays correspond to grant scope of work, as well as management of the city’s compliance with insurance requirements conditioned by the receipt of federal grant awards.

It also responds to a variety of agency needs and emerging challenges such as risk management/modeling, and various programmatic issues. Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years.

job description:

the duties of this position may include, but are not limited to, the following:

• become familiar with the regulatory requirements for public assistance as defined in the robert t. Stafford act and of federal regulations, policies, and guidance documents that govern disaster recovery grant awards.
• manage the development and delivery of fema public assistance grants in partnership with omb staff, new york state, fema, and city agencies.
• oversee a portfolio of city agencies’ fema grants, serving as the central point of contact for the agency, assisting with reimbursement processes and regulatory requirements.
• review grant updates and project cost information to monitor progress towards full recovery.
• monitor expenditures for compliance with grant guidelines and duly associate city costs with reimbursable federal grant streams.
• review contracts and procurement materials, audit invoices and proofs of payment, identify and reconcile discrepancies.
• display facility in working in our existing framework of databases and systems, including several city proprietary systems as well as fema’s grants portal.
• obtain and display facility with fema insurance requirements and processes
• assist in the development and maintenance of databases of the city’s disaster-damaged assets and other project information for internal and external reporting, including various mapping initiatives.
• effectively work with multiple city agencies and across task forces within omb to ensure all goals are met.
• contribute to other projects on an ad hoc basis.

• experience with gis software, data management, and/or programming language is a plus.
