Duties As a PROGRAM MANAGER (DEPUTY WING COMMANDER), GS-0340-14, you will be functioning as the full assistant to the Specialized Mission Wing Commander. Specialized missions are designated by NGB A1 such as Contingency Response Group, Tactical Air Control Party, Air Operations Group, Engineer Installation Squadron, etc. Requirements Conditions of employment
* NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
* This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
* Selectee will be required to wear the military uniform.
* Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
* Males born after 31 December 1959 must be registered for Selective Service.
* Federal employment suitability as determined by a background investigation.
* May be required to successfully complete a two year trial period.
* Participation in direct deposit is mandatory.
* Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance within one year of appointment.
* This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
* May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
* Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
* Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
* The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position Qualifications Military Grades:
Officer Only GENERAL EXPERIENCE :
Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE :
Must have one year equivalent to at least next lower grade level. Experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures.
Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. . Ensures goals coincide with national and state military strategies and local limitations. Considers factors such as current and future mission needs, political climate, environmental concerns, area demographics, and airfield and airspace operating conditions.
Accommodates nontraditional military roles and missions such as foreign training, augmenting active Air Force training, disaster relief and drug interdiction. Incumbent is also responsible for general oversight and support of tenant organizations and geographically separated units. Provides guidance, resources, and other support similar to wing/group requirements. Assists the Wing Commander in ensuring the formulation, presentation, justification, and execution of an allocated multi-million dollar budget involving several major force elements and state funds.
Maintains military and full-time strength through recruiting and retention programs. Ensures Equal Employment Opportunity Program is effective. Assists the Air Command in communicating and coordinating items of interest and potential adverse impact at the highest levels of national, state, and local political leadership. In conjunction with the Wing Commander, represents the Air National Guard and state to foreign political and military dignitaries, including heads of state.
