Background on NYCEM:
New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise.
The Office of Strategic Operations (OSO), which reports into the Chief of Staff, is responsible for managing high-priority agency-wide or citywide initiatives that support the growth of emergency management at both our agency and the City works to provide innovative proposals to continuously improve our internal, interagency, and externally facing operations. To accomplish its goals, OSO is organized into three Units:
Analysis and Evaluation, Continuity and Mission Assurance, and Strategy and Innovation.
The Continuity and Mission Assurance (CMA) Unit is responsible for managing NYC’s Continuity Program, enabling City agencies to continue providing essential services during emergencies, and advancing the integration of continuity technology and communications capabilities.
Description of Project/College Aide Responsibilities:
The Continuity and Mission Assurance (CMA) Unit seeks a motivated College Aide to support citywide planning, interagency coordination, and special projects that strengthen New York City’s ability to sustain essential services during emergencies. The College Aide will assist with research, planning, communications, and operational support for key initiatives in particular, the College Aide will contribute to the preparation and execution of the 2026 Citywide Continuity Conference and related strategic emergency management projects.
Some of the responsibilities the College Aide may take on include:
- Supporting the development and execution of CMA’s citywide continuity initiatives, including research, planning tasks, and administrative coordination.
- Assisting with the design, logistics, and content development for the 2026 Continuity Conference and related interagency briefings.
- Conducting research and preparing summaries on emerging risks, essential services, and continuity best practices to inform CMA projects.
- Helping organize continuity data, reviewing documentation for accuracy, and providing assistance to agencies regarding the use of continuity software.
- Drafting and editing internal materials, including guidance documents, templates, communications, and project updates.
- Tracking project deadlines, coordinating meetings, preparing agendas, and documenting action items for CMA staff.
- Providing general support for CMA Unit priorities, including interagency coordination, technology integration efforts, and continuity exercise preparation.

Qualifications:

- Approaches projects with organization and attention to detail is responsive, dependable, thoughtful, and creative
- Able to pivot work based on agency priorities and team needs
- Skilled in oral and written communication and/or interested in developing these skills
- Experienced at working with Microsoft Office 365 (Teams, Outlook, Word, PowerPoint etc.)
The selected candidate will be required to provide a letter confirming matriculation with an accredited college/university. Further letters will be required for each semester (spring, summer, fall) while working at NYCEM.
