Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The Assistant Commissioner, Chief of Operations role within the Office of Deputy Commissioner, Management and Budget (DCMB) is critical to the operations of the bureau. The areas of responsibility include developing the financial strategy for the department and coordinating and overseeing:
Financial planning and all financial aspects of the Department's more than $6 billion operating and $1.5 billion capital budgets; procurement of all goods and services; capital construction; payment of expenditures; audits and accounts; the processing of contracts; the acquisition and distribution of department equipment; the planning, management, and operations of the Department's real estate portfolio, and maintenance of department facilities.

The selected candidate will perform the duties of an Administrative Staff Analyst, M-V, which include, but are not limited to:

  • Support the Office of the Deputy Commissioner, Management and Budget, in effectively implementing strategic priorities, and advancing critical bureau and department initiatives
  • Assist with coordination, accountability, and operational performance of each command
  • Provide centralized executive oversight to help mitigate delayed decision-making

ADDITIONAL INFORMATION:

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;

or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or

3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above; or
