The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.

Your Team:
The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities.
The Office of Asset and Property Management (APM) is composed of three divisions, which includes the Divisions of Asset Management, Property Management and Housing Supervision.
The Division of Property Management is responsible for the management, maintenance, preservation, and regulatory compliance of HPD-owned properties throughout New York City. The division oversees a diverse portfolio that includes residential, commercial, mixed-use properties, vacant lots, and temporary housing while supporting long-term affordability, resident safety, and neighborhood stabilization.
Your Impact:
The Senior Policy Specialist for the Division of Property Management will serve as a lead policy, strategic planning, program evaluation, and training resource for the Division. The position will provide senior-level analysis and recommendations to leadership on policies, regulatory requirements, operational practices, program performance, and strategic initiatives.
The Senior Policy Specialist will evaluate existing policies and business practices, identify gaps and emerging risks, and develop recommendations that strengthen compliance, operational effectiveness, accountability, service delivery, and resident and property outcomes. The position will also support staff development by creating and delivering training to ensure policies, procedures, and regulatory requirements are consistently understood and implemented across the Division.
Your Role:
The Senior Policy Specialist will serve as a strategic advisor and policy resource to Property Management leadership, translating complex operational and regulatory issues into practical policy solutions.
The position will conduct policy research, analyze performance data, monitor legislative and regulatory developments, support division-wide initiatives, and prepare executive-level reports and recommendations. The Senior Policy Specialist will also assess training needs, develop training materials, facilitate staff training, and provide technical guidance to promote consistent implementation of Property Management policies and procedures.
