Assistant Commissioner Activation and Development

NYC Parks is the steward of more than 30,000 acres of land – 14 percent of New York City – including more than 5,000 individual properties ranging from Coney Island Beach and Central Park to community gardens and Greenstreets. We operate more than 800 athletic fields and nearly 1,000 playgrounds, 1,800 basketball courts, 550 tennis courts, 66 public pools, 52 recreational facilities, 38 restaurants and snack bars, 15 nature centers, 14 golf courses and 14 miles of beaches.

We care for 1,200 monuments and 23 historic house museums. We look after 660,000 street trees, and five million more in parks. We are New York City’s principal providers of recreational and athletic facilities and programs. We are home to free concerts, world-class sports events, and cultural festivals.

• Under the direction of the Deputy Commissioner for Activation, Environment, and Planning with wide latitude for independent initiative and judgment, the Assistant Commissioner of Activation and Development will oversee concession and business development opportunities on parkland, strategize and leverage sponsor ships and fundraising opportunities to support NYC Parks’ mission, and set and govern both special events and athletic field permitting policies.
• Guide the Concessions unit, including setting direction for the preparation and issuance of Requests for Proposals (RFPs), Requests for Expression of Interests (RFEIs) and Request for Bids (RFBs), project management, accounting for and compliance with concessions license agreements.
• Provide oversight of the processes for reviewing and evaluating submitted project proposals, negotiating new license agreement terms with successful proposers and coordinating with Parks' legal staff and other city agencies on the development and progress of concession license agreements. Guide projects into implementation. Provide oversight on concession accounting and compliance.
• Serve as division’s senior liaison to the City’s Franchise and Concession Review Committee (FCRC), the Mayor’s Office of Contract Services (MOCS) and the NYC Comptroller’s Office on revenue contract matters.
• Govern the policies and production surrounding permitting large-scale citywide events on parklands, provide senior agency leadership at interagency meetings, site walkthroughs and contract negotiations for the offices of Citywide Athletics and Citywide Special Events.
• In coordination with the Deputy Commissioner, provide senior agency leadership in spearheading and implementing revenue-generating strategies to help support Parks’ priorities and mission.
• Provide directional oversight regarding permits, schedules and event operations and coordinate the resources needed to ensure the events are successful.
• Guide the Development team in their work to support Parks; meet with donors, help cultivate relationships, identify fundraising opportunities and problem solve with team leadership.
• Represent the Agency externally, engaging with city, state and federal agencies, elected officials, community partners and not-for-profits. Work closely with internal Parks units, particularly Legal, on various agreements and projects.
• Manage and mentor staff in their professional development. Spearhead special projects as needed from the Commissioner or Deputy Commissioner.
