Organizational context:
The United Nations Secretariat, Department of Political and Peace building Affairs, seeks a Regional Expert to join a Panel of Experts. This role supports the Security Council Committee established by resolution 2140 (2014) in implementing sanctions related to Yemen. The expert will report to the Committee and the Security Council, operating under the guidance of the Security Council Affairs Division.
Job purpose:
The Regional Expert's primary purpose is to contribute to the monitoring of sanctions measures and the investigation of alleged violations related to Yemen, as mandated by Security Council resolutions. This involves analyzing regional and international stakeholder positions, collaborating with other experts, and providing substantive input for the Panel's reports to the Committee and the Security Council. The role also includes contributing to recommendations for improved sanctions implementation and analyzing political developments relevant to the mandate.
The expert will produce a midterm update and a final report, potentially involving travel for investigations and outreach.
Responsibilities:
The Regional Expert will contribute to monitoring sanctions measures and investigating alleged violations concerning Yemen. Key duties include analyzing regional and international stakeholder engagement, collaborating with other Panel members for integrated analysis, and preparing recommendations for enhanced sanctions implementation. The expert will also analyze political developments relevant to the mandate, contribute to midterm and final reports to the Committee and Security Council, and monitor Arabic-language media.
Responsibilities extend to participating in investigative missions, drafting correspondence, assessing and archiving gathered information, and preparing an end-of-assignment report. The role requires adherence to UN rules and procedures, including those for safety, security, and travel.
Education:
An advanced university degree (Master's or equivalent) in military science, political science, international relations, law, or journalism is required. A first-level degree with two additional years of qualifying experience may substitute. Fluency in English is essential, with knowledge of Arabic being an advantage.
Work experience:
A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Significant experience in post-conflict or transitional situations, strong field research or investigative experience, and proven experience in writing high-quality reports are essential. Interpersonal skills for complex political environments are also required.

Substantive knowledge of sanctions regimes and developments in Yemen/region; strong analytical and research skills; investigative case study development; ability to handle confidential information; ability to work independently under pressure; knowledge of UN structure and rules; excellent oral and drafting skills; strong interpersonal skills; proficiency in Microsoft Office Suite; desirable: experience with database and mapping tools.
