Overview
Summary The Bronx VA Medical Center is recruiting 1 full-time Medical Record Technician (MRT) Release of Information (ROI) in the Health Information Management (HIM) Service at the James J. Peters facility.
QualificationsBasic Requirements
- Citizenship:
Be a citizen of the United States - Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 - section A - paragraph 3g - of this part.
Experience and
Education:
- One year of creditable experience that indicates knowledge of medical terminology and general understanding of health records
- Six months of the required one year of creditable experience must have provided the knowledge, skills, and abilities (KSAs) needed to perform MRT (ROI) work
- OR
- Education:
An associate's degree from an accredited college or university recognized by the U.S. Department of Education with a major field of study in health information technology/health information management - or a related degree with a minimum of 12 semester hours in health information technology/health information management (e.g., courses in medical terminology, anatomy and physiology, legal aspects of health care, and introduction to health records) - OR - Experience/Education Combination:
Equivalent combinations of creditable experience and education are qualifying towards meeting basic experience requirements - The following substitutions are appropriate for combining education and creditable experience:
Six months of creditable experience indicating knowledge of medical terminology, privacy and release of information, the health record, and at least six additional semester hours in health information technology/health information management courses;
Six months of creditable experience with training in medical terminology and related fields as described;
Training programs may be substituted on a month-for-month basis for up to six months of experience if they include courses in anatomy and physiology, and health record techniques and procedures
- English Language Proficiency: MRTs (ROI) must be proficient in spoken and written English, as required by 38 U.S.C. 7403(f)
Grade Determination
- MRT (ROI) GS-4:
Entry level with close supervision; duties include receiving and validating authorization forms, prioritizing requests per policies and regulations, tracking and releasing ROI requests, and maintaining accounting of disclosure under Privacy Act systems - MRT (ROI) GS-5:
Developmental position; performs complex release of information procedures with guidance; demonstrates KSAs including use of health information technology, knowledge of documentation guidelines, prioritization, and privacy regulations - Medical Records Technician (ROI) GS-6:
Journey level; educates requestors, applies laws/regulations, processes ROI requests, maintains accounting of disclosure, communicates with stakeholders, demonstrates KSAs related to privacy requirements
Other Qualifications
- The candidate must demonstrate all KSAs: knowledge of health information technology and office software; knowledge of health record documentation guidelines; ability to manage priorities and time frames; knowledge of privacy policies and release of information regulations; ability to communicate across diverse backgrounds
- The duties are advisory and technical in nature; evaluate the adequacy of each completed authorization form
- Screen requests for information for urgency and prioritize accordingly; greet veterans/visitors and determine the exact information requested
- Apply laws and regulations governing confidentiality, including the Privacy Act, FOIA, and 38 U.S.C. 7332
- Process ROI requests through the facility and AMIE system, refer complex cases to supervisor
- Receive and direct callers; assist with form completion; respond to patient questions about services
- Provide advisory and technical assistance regarding release of information to patients, staff, and external entities
- Complete routine releases and process deposits for subpoenas, legal fees, and processing fees
- Hours:
Monday – Friday, 8:00am – 4:30pm - Work features:
