Location: New York

Vice President of Health Services (RN Required)- Integrated Health Services

Reports To: Senior Vice President, Integrated Health Services

Location: Multiple Sites Across NYC

Hours: 35 Hours/Week;
Exempt (On-Call Required) (Some Travel to Various GSS Programs required NYC; Brooklyn & Bronx)

Salary Range: $165,000 – $180,000 Annually

Position Overview

The Vice President of Physical Health oversees the administration, coordination, and strategic direction of physical health services within the Integrated Health Department at Good Shepherd Services (GSS). This key leadership role is responsible for advancing physical health services and ensuring alignment with organizational goals and clinical standards set by Medicaid Managed Care/Article 29-I.

As a member of the Agency Leadership Team, the Vice President ensures high-quality, compliant, and trauma-informed care for pediatric and young adult participants in foster care and residential settings. The role requires strong clinical expertise, regulatory knowledge, and a commitment to Quality Assurance.

The VP monitors and implements mandates from ACS, OCFS, COA, and the American Academy of Pediatrics, while providing consultation to other agency programs. The VP ensures excellence in service delivery across multiple programs.

Duties & Responsibilities Leadership & Supervision
  • Supervise and oversee the Physical Health Services Team, including Directors of Nursing.
  • Lead a high-performing, service-focused team through standardized workflows, accountability systems, and employee engagement initiatives.
  • Partner with Integrated Health leadership to achieve participant experience, staff experience, productivity, and fiscal goals.
Regulatory Compliance & Quality Assurance
  • Ensure compliance with Medicaid Managed Care requirements and maintain up-to-date knowledge of documentation and implementation practices.
  • Ensure Article 29-I facilities meet all State and Federal regulations, including OMIG standards.
  • Update health services policies and procedures to align with regulatory changes and Trauma-Informed Care principles.
  • Oversee compliance strategies for foster care and residential medical services.
  • Collaborate with Medicaid Quality Assurance Department to review health and behavioral care documentation.
Operational Responsibilities
  • Serve on the Compliance and Incident Risk Management Committee.
  • Ensure internal staff training for proper implementation of Article 29-I policies.
  • Attend relevant external stakeholder meetings (OCFS, OMH, ACS, COFCCA, etc.).
  • Manage Medicaid budgets in coordination with SVP of Integrated Health and Finance Department.
  • Provide advisory support to agency programs to promote participant well-being.
  • Maintain relationships with funders and partners.
  • Represent the agency at external meetings and be available on-call for emergencies.
Program Support & Training
  • Develop and deliver health-related training for staff and participants.
  • Educate staff on infection control protocols.
  • Collaborate with HR, Facilities, and other departments.
  • Implement trauma-informed practices using the Sanctuary Model.
Qualifications Licensure
  • Unrestricted Registered Nurse License in New York State (Required)
  • Minimum 5 years leadership experience in Child Welfare, Foster Care, or Social Services.
  • 2–3 years clinical pediatric experience
  • Administrative nursing experience including EHR systems and policy implementation.
  • Experience with Medicaid Managed Care (Preferred).
  • Strong interest in serving children/adolescents from underserved communities.
  • Commitment to strength-based and youth development approaches.
  • Proficiency in Microsoft Office Suite.
  • Ability to travel across multiple NYC sites.
