The Division of Disease Control’s mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Hepatitis, HIV, and Sexually Transmitted Infections’ (BHHS) mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and sexually transmitted infections.

BHHS accomplishes its mission through testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. BHHS's HIV Care and Treatment Program (CTP) is the Recipient of the Ryan White HIV/AIDS Program (RWHAP) Part A grant, the Housing Opportunities for Persons with AIDS (HOPWA) grant, and the RWHAP Ending the HIV Epidemic (EHE) cooperative agreement.

CTP consists of six units:
1) Quality Management & Program Implementation,
2) Program Planning & Compliance,
3) EHE Initiative Services,
4) Housing Services,
5) Special Projects & Initiatives, and
6) Research and Evaluation.

Reporting to the Manager of Behavioral Health Services , this Quality Management Specialist in the Quality Management & Program Implementation Unit will provide ongoing programmatic and quality management support to community-based organizations, hospitals, and other health facilities that are funded to provide behavioral health services, including psychosocial support and counseling, to people with HIV in New York City. The QMS will work with funded programs to build capacity to manage the quality of services and provide technical assistance to facilitate implementation, gather feedback, ensure fidelity to program models, and confront racism as a driver of health disparities.

The HIV Care and Treatment Program (CTP) in the Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) is requesting approval to post a grant-funded position for a Quality Management Specialist (Civil Service

Title:

City Research Scientist I). Through its Quality Management & Program Implementation (QMPI) Unit, CTP supports the delivery of responsive, evidence-based, high quality HIV services. The selected candidate will contribute to the implementation and continuous quality improvement of service delivery for federally funded health programs and provide critical assistance on other projects.

Duties Will Include But Not Be Limited To
  • Drawing on research and other sources, work with the Manager to propose and apply a range of approaches to developing evidence-based strategies for organizations to provide behavioral health services, including psychosocial support and counseling services, to people with HIV.
  • Provide guidance and support to existing and new programs on the start-up and implementation of program service models for specific target populations to ensure fidelity to protocol and procedures.
  • Provide coaching in quality management and quality improvement to funded organizations for assigned service categories, both remotely and via site visits.
  • Advise on the development of quality indicators and quality improvement activities for assigned service categories.
  • In conjunction with the Manager, propose and implement protocols for reviewing and analyzing performance and quality management data to inform program improvement.
  • Collaborate with the Research and Evaluation Unit in CTP to evaluate the process of implementing services to provide real-time, actionable feedback on programs to describe and disseminate key findings.
