The Director, Behavioral Health Services is delegated the authority and is responsible for the professional, organizational, and administrative aspects of the delivery of high-quality behavioral health care provided to patients of CFH. This position is responsible for CFH's compliance with all applicable standards, statutes, regulations, and program requirements. The Director, Behavioral Health Services also plays a vital role, in conjunction with the Board and senior management, in determining the strategic direction and growth of CFH's behavioral health services considering the external health reform environment, changes in policies, and the needs of those we serve or could be serving.

The professional hired for this role will recruit and onboard an industry-leading team and will supervise the division to achieve clinical and financial success. The position will work collaboratively with Health Services and Residential Services leadership to support care coordination, behavioral health consultation, and integration of services for individuals experiencing homelessness.

This employee will work as part of the Patient-Centered Medical Home (PCMH) team with the following essential duties and responsibilities.

Essential Duties and Responsibilities
  • Establishes the standards and practices of care in collaboration with the Chief Medical Officer and maintains the medical policies and procedures of the clinics consistent with NYS DOH Article 28, HRSA BPHC 330h, HIV/AIDS Bureau, NYC DOHMH, NYS DOH, NYC DHS, and relevant MCO guidelines.
  • Collaborates to ensure compliance with medical services and quality improvement activities including Quality Improvement, Risk Management Planning, Implementation and staff training, patient grievances and medical activities in order to achieve a high quality of care, patient and employee safety, cost containment, and compliance.
  • Ensures that resources are used efficiently and that providers are used in ways to maximize their contribution to meeting patient, clinic, and fiscal goals of the organization.
  • A member of the Senior Leadership and participates in determining the strategic direction of Care for the Homeless as it relates especially to, but not limited to, behavioral health, medical, and clinical services.
  • Actively partners with Human Resources and the Health Services Administration in the hiring, orientation, evaluation, and discipline processes for medical, support, and ancillary staff.
  • Assures provision of behavioral health-related medical and support services to ensure all service sites are in alignment with the CFH mission and CFH regulatory agencies.
  • Serves as staff to the Board’s Continuing Quality Improvement (CQI) Committee.
  • Provides guidance and review of health-related curricula.
  • Establishes and fosters relationships/partnerships with community organizations such as hospitals, MCOs, institutions of higher learning, social service agencies, and other collaborators to enhance the delivery of behavioral health care services to CFH clients and to meet or exceed CFH’s organizational goals.
  • Consult with the Chief Executive Officer (CEO), Chief Medical Officer (CMO), Chief Program Officer (CPO) and Chief Financial Officer (CFO) in developing and achieving long-range financial plans for sustaining, implementing, and expanding behavioral health services.
  • Participates in maintaining and expanding existing funding and identifying new funding sources.
