Position: PAHO Consultant - Regional Assessment of SOGI Data Availability and Quality
Location: New York

Organizational context:
The Pan American Health Organization (PAHO) serves as the Regional Office for the Americas of the World Health Organization (WHO).

Job purpose:

To assess the availability and quality of regional health data disaggregated by sex assigned at birth, sexual orientation, and gender identity; evaluate the readiness of the data ecosystem for generating LGBTQI+ inclusion indicators and analyzing health inequalities; and provide recommendations for strengthening the incorporation and use of SOGI variables in health systems across the Americas.

Responsibilities:
Conduct regional assessments of SOGI data availability and quality in statistical and health sources. Coordinate with national counterparts and partners to develop evidence-based recommendations for strengthening SOGI disaggregation in health data systems. Prepare technical reports, presentations, and knowledge products to promote the use of disaggregated information. Review relevant project and technical documents. Develop and apply a regional methodological protocol for assessing SOGI data availability, quality, governance, privacy, and ethical use.

Coordinate data collection and validation with PAHO/WHO country offices, health authorities, and national statistical offices. Analyze findings to identify good practices, gaps, and opportunities for data improvement. Formulate regional recommendations in collaboration with ECLAC-CELADE. Identify required variables and indicators for the LGBTQ+ Index within the SDH monitoring system. Integrate assessment findings into the SDH monitoring system. Prepare technical reports, executive summaries, and comparative matrices in Spanish and English.

Attend and contribute to coordination, monitoring, and results presentation meetings.

Education:

Master's degree in public health, epidemiology, demography, statistics, social sciences, or related fields.

Work experience:

At least eight years of relevant professional experience, including experience with international organizations. Demonstrated experience in analyzing census questionnaires, population surveys, health surveys, and/or administrative health records. Experience in assessing data availability and quality, health information systems, or producing disaggregated statistics. Experience coordinating multi-country and/or regional work and facilitating consultations with government and civil society stakeholders.

Skills:

Strong technical background in health equity, monitoring and evaluation, gender, intersectionality, and human rights. Excellent technical writing, cross-cultural communication, coordination, and collaborative work skills. Knowledge of data protection principles and practices, confidentiality, and ethical use of sensitive information.

Required languages:
Oral and written proficiency in Spanish and English at a professional level.

Desired languages:
Experience working with sexual orientation, gender identity and LGBTQI+ populations data is highly desirable.
