EEO and Diversity Program Manager (Diversity Program Manager)

The City University of New York (CUNY) is the nation’s leading urban public university serving hundreds of thousands of students at 26 colleges and institutions in New York City. Central Office is the system office and administrative unit of CUNY with 10 offices throughout New York City and in Albany. The Central Office Chief Diversity Officer (CDO)/Title IX Coordinator serves as a strategist and partner to Central Office staff to provide counsel on compliance matters involving Equal Employment Opportunity (EEO), sexual harassment, recruitment and hiring, accommodation requests, affirmative action and Diversity, Equity, and Inclusion (DEI).

The CDO oversees Central Office investigations in compliance with the requirements of EEO policies. The CDO is also responsible for developing and implementing plans, programs, and activities that educate and motivate the community to hold pluralism and inclusion as core values and foster a climate that respects diversity.

POSITION DETAILS

Central Office’s CDO office is seeking an EEO & Diversity Program Manager. Reporting to the Chief Diversity Officer, this position manages EEO policies, including investigations under Title VI, Title VII, Title IX - Sexual Harassment Policies, Section 504, and the Americans with Disabilities Act, and initiatives to support CUNY’s strong commitment to a diverse and respectful workplace.

Key Responsibilities include but not limited to:
  • Oversees investigations related to EEO and Diversity policy violations.
  • Manages the interview process of relevant parties to discrimination and harassment complaints including complainants, respondents, witnesses, students, and staff members.
  • Analyzes complaints, develops investigative plans, ensures comprehensive fact‑finding efforts are conducted, and assesses evidence.
  • Oversees the preparation of relevant correspondence, memoranda, and confidential reports encompassing critical investigative findings.
  • Maintains investigative files and data and ensures that records are updated in a timely fashion.
  • Ensures compliance with the non‑discrimination policy, including administrating required training and programing.
  • Manages the preparation and dissemination of communication related EEO rules, regulations, procedures and guidelines.
  • Liaises with Human Resources and Recruitment to ensure the employment process complies with EEO policies, regulations, procedures and guidelines, including tracking required training, analyzing data, and reviewing documents and files.
  • Additional duties and responsibilities as assigned.
QUALIFICATIONS

Minimum:

Bachelor’s degree and six years’ related experience required.

Preferred:

The ideal candidate will possess the following knowledge, skills, and abilities:

  • Juris Doctor (JD) degree and a minimum of four years of full‑time satisfactory professional experience in one or more of the fields of equal employment opportunity, human rights, community relations, law, social services, education, investigation, human resources or public relations preferred.
  • Intermediate to advanced technical skills in managing data, including acquiring and managing data to prepare complex reports and proficiency using administrative or academic programs, systems or databases.
  • Understanding of basic workflows related to full‑cycle recruitment and hiring of personnel.
  • Experience working in a diversity function with an understanding of the role of Chief Diversity Officers and related challenges of managing programs.
  • Detail‑oriented with strong analytical and data integrity skills, critical thinking, and problem‑solving abilities.
