Duties
  • Conferring with various parties to ensure timely processing of personnel transactions
  • Provide cross training and support within the units as the workload changes
  • Involvement in orientation of newly hired employees
  • Participation/completion of trainings, as required
  • Posting and filling of assigned titles/positions
  • Monitoring and processing probations
  • Conducting job audits
  • Participation in onboarding of new employees
  • Follow-up with potential candidates, verify eligibility requirements are met
  • Administration of CS tests and submission of documentation, as needed
  • Respond to e-mail and phone inquiries
  • Provide assistance reviewing E-file records, as needed
  • Participation on assigned committees(s)
  • Track and manage yearly evaluations
  • Assist supervisors with questions, concerns and providing guidance on probation and yearly evaluations
  • Travel to and participate in job fairs, career days and other recruitment events
  • Ordering supplies for recruitment events
  • Processing/liaison for vendor contracts
  • Perform other duties, as assigned

Minimum Qualifications

Competitive Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.

    Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • Human Resources Specialist Trainee 2, NS (equivalent to SG-16):
    Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
  • Human Resources Specialist 1, SG-18:
    Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.

Substitution An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Transfer Candidates must have one year of permanent competitive, non-competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
