- HR Business Partner Support & Strategic HR Initiatives
- Support and implement the MTA People Department’s integrated solutions, programs, and strategies, delivering a full range of HR services across multiple functions for the agency.
- Partner with Senior HRBPs and departmental leadership to support organizational reviews, workforce planning and forecasting, recruitment strategies, succession planning, and resolution of compensation issues.
- Support the day-to-day HR activities of assigned departments by developing strong strategic relationships and providing efficient, customer-service-oriented HR support to meet departmental needs.
- Serve as a departmental resource on Metro-North People policies and procedures, ensuring consistent interpretation, application, and implementation across the business area.
- Leave Administration & Compliance
- Manage day-to-day leave administration programs, including FMLA, PFL, Short-Term Disability, and Long-Term Disability in accordance with agency policies and federal/state regulations.
- Prepare documentation and manage communications with employees, managers, Labor Relations, and third-party vendors regarding employee leave and benefits.
- Conduct audits of employees approved for FMLA and PFL leave to identify trends and ensure compliance with HR policies.
- Compensation, HR Data & Administrative Operations
- Support salary administration for non-represented positions partnering with Compensation to prepare salary offers, conduct compensation analyses, and review or revise job descriptions.
- Initiate and track personnel actions (PARs, PURs) to ensure timely and accurate processing in HR systems.
- Conduct research and prepare statistical analyses to support HR policy development and program initiatives.
- Review HRIS data for accuracy, generate ad-hoc reports and queries, and ensure data integrity.
- Employee Relations, Engagement & Workplace Support
- Assist with employee relations matters, including investigations, performance improvement plans, disciplinary actions, and terminations when necessary.
- Support employee engagement initiatives by partnering with managers and employees to improve work relationships, build morale, and enhance productivity and retention.
- Visit field locations to strengthen relationships, understand operational challenges, and provide practical HR solutions.
- Assist with reasonable accommodation requests by coordinating with employees, managers, and stakeholders to ensure timely and effective solutions.

- Review invoices and approve them if the work meets contractual standards, as applicable
- Address performance issues with contractors when possible, as applicable

- Demonstrated supervisory and/or leadership abilities.
- Ability to handle confidential matters and information, with strong judgement.
- Practical working knowledge of at least two HR disciplines: recruitment, compensation, performance management, employee relations, HRIS, or benefits.
- Experience administering HR programs, managing multiple responsibilities within limited time frames.
- Proven leadership, management, problem‑solving, planning, organizing, and decision‑making skills with creative abilities.
- Strong knowledge of corporate organizational structures and resource‑staffing needs.
- Working knowledge of labor agreements and related HR laws.
- Knowledge of relevant state and federal laws and regulations.
- Effective communication (oral and written), human relations, presentation, conflict/management, coordination, and negotiating skills.
