The Department of Design and Construction (DDC) is seeking an experienced and forward-thinking human resources professional to serve as Associate Commissioner of Human Resources and Staff Development (HRSD). Reporting directly to the Executive Deputy Commissioner of Administration, the Associate Commissioner will provide strategic leadership and oversight of all human resources functions for a workforce of more than 1,150 employees and serve as a key advisor to executive leadership on workforce planning, talent management, and civil service and HR policy.

The Associate Commissioner will lead DDC's Human Resources and Staff Development Division, which consists of four core units:
Personnel, Payroll and Time Management, Recruitment and Employee Retention, and Training and Staff Development. The successful candidate will be responsible for advancing a modern, service-oriented HR operation that supports the agency's mission, strengthens organizational performance, and fosters a culture of inclusion, professional growth, and employee engagement. The Associate Commissioner will play a critical role in shaping workforce policies and initiatives that enable DDC to attract, develop, retain, and support a highly skilled and diverse workforce while ensuring compliance with all applicable federal, state, and local laws, civil service regulations, and citywide personnel policies.

  • Executive Leadership and Strategic Workforce Planning:
    Provide executive leadership and strategic direction for all agency human resources functions. Serve as a trusted advisor to the Commissioner, Executive Deputy Commissioner, and senior leadership on workforce strategies to support agency operations, succession planning, and future staffing needs. Lead workforce assessments, analytics initiatives, and organizational effectiveness strategies.
  • Talent Acquisition, Recruitment, and Retention:
    Direct recruitment, hiring, onboarding, retention, training, leadership development, and succession planning initiatives to ensure the agency attracts, develops, and retains a highly qualified workforce. Oversee performance management programs and initiatives that promote employee growth, accountability, and organizational excellence.
  • HR Operations, Policy, and Compliance:
    Oversee core HR operations, including personnel administration, payroll and time management, leave administration, records management, and HR policies and procedures. Ensure compliance with employment laws, civil service rules, collective bargaining agreements, and citywide personnel policies. Manage audits, reporting requirements, and oversight agency responses.
  • HR Technology and Analytics:
    Leverage HR data, analytics, and technology to improve decision-making, streamline operations, and enhance workforce management. Oversee HR systems modernization, automation, reporting, and process improvement initiatives.
