Division/Program Summary

The Hiring Unit is directly responsible for facilitating both the discretionary and Civil Service hiring process for new and current employees in accordance with the Department of Administrative Services hiring policies and procedures.

Position Summary

The Administrative Manager/ Senior Civil Service Coordinator will work closely with employees and Designated Human Resources Liaisons within the Agency to provide support and guidance on best practices to onboard new employees and promote current staff.

Job Duties And Responsibilities
  • Conduct Civil Service Hiring Pools in compliance with established citywide Civil Service Hiring rules, regulations, and Structured Interviewing guidelines.
  • Request and evaluate Civil Service Certification Lists to propose strategies to address agency hiring needs.
  • Collaborate with Oversight agency on inquiries and discrepancies related to the Civil Service Certification list.
  • Inform Oversight agency of any amendments to the certification list.
  • Stay updated on Oversight approvals for Civil Service hiring.
  • Address both internal and external inquiries related to Civil Service appointments and promotions.
  • Provide training for new and temporary staff on the Civil Service Hiring process.
  • Coordinate with agency HR liaisons on the submission of civil service personnel actions to address and review actions for any issues and discrepancies.
  • Educate and advise internal stakeholders on the Civil Service Hiring process.

Minimum Qualifications
  • A baccalaureate degree from an accredited college and four years of satisfactory, full‑time progressively responsible clerical/administrative experience requiring independent decision‑making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty;

  • An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full‑time progressively responsible experience as described in item 1 above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity.
