Key Responsibilities

The HR Manager serves as the operational center of the Human Resources department at Person-Centered Care Services (PCCS), an OPWDD-affiliated nonprofit provider of services for individuals with intellectual and developmental disabilities. This role is responsible for the day-to-day execution of HR operations owning the full recruitment lifecycle, staffing coordination, HRIS data integrity, authorized driver compliance, and the supervision of three HR team members.

The HR Manager works in close partnership with the HR Generalist and program leadership to ensure PCCS is consistently and compliantly staffed across all six programs. This is a hands-on management role suited to an experienced HR professional who thrives in a fast-paced, mission-driven environment and brings strong operational instincts and supervisory experience.

Recruitment & Talent Acquisition
  • Manage the full hiring lifecycle across all PCCS programs — sourcing, job posting, screening, interviewing, offer management, and onboarding coordination.
  • Partner with program supervisors and directors to identify staffing needs and develop targeted recruitment strategies.
  • Maintain active recruitment pipelines including school partnerships, job boards, community organizations, and referral networks.
  • Coordinate pre-employment requirements — background checks, reference checks, physical exams, and OPWDD clearances.
  • Oversee new hire onboarding logistics in coordination with the HR Staffing Coordinator and SD HR Coordinator.
  • Administer 30–90-day new hire surveys and use results to continuously improve the onboarding experience.
Staffing Coordination & Coverage Planning
  • Oversee agency-wide staffing coordination across all six PCCS programs — IRA, Day Habilitation, Community Habilitation, Respite, SEMP, and Self Direction.
  • Manage per diem pool utilization, overtime tracking, and emergency coverage planning.
  • Collaborate with program supervisors to resolve staffing gaps in a timely and cost-effective manner.
  • Monitor and report on staffing trends, vacancies, and turnover data to the HR Generalist.
  • Coordinate staff transfers and placements in alignment with program needs and employee preferences.
