Position Summary:

The HR Compliance Specialist is responsible for ensuring compliance with internal HR protocols, federal and state employment regulations, and healthcare industry standards. This role plays a critical part in the onboarding and ongoing employment status management of home health caregivers. HR Compliance Specialist demonstrate meticulous attention to regulatory detail, strong organizational skills, and the ability to proactively manage deadlines and documentation workflows.

Responsibilities:
1. Orientation & Onboarding Compliance Review new caregiver applications for completeness and eligibility.

Ensure correct caregiver status assignment (active, pending, etc.) in the HR system based on documentation and eligibility.

Conduct final compliance review prior to orientation clearance.
2. Form I-9 and NYS DOH Home Care Registry (HCR) Management Complete and maintain I-9 documentation for all new hires in accordance with USCIS regulations.

Track caregiver start dates and ensure timely registration in the NYS Department of Health Home Care Registry.

Resolve discrepancies or data errors related to HCR entries.
3. Ongoing Compliance Oversight Monitor and follow up on I-9 re-verifications and expired documents.

Track and schedule NYBM medical appointments for annual physicals as required for active caregivers.

Oversee completion and documentation of mandatory annual in-service training.

Ensure timely follow-up on any compliance lapses, working with caregivers and supervisors.
4. Leave & Claims Processing Process all disability, Paid Family Leave (PFL), unemployment, and workers' compensation claims.

Serve as a liaison between the employee, HR, insurance providers, and relevant government agencies for VOE’sMaintain accurate records and update employee statuses accordingly during and after claims processing.
5. Disciplinary Actions & Retraining Support HR manager with the implementation of performance improvement plans and disciplinary actions.

Schedule and track retraining sessions for caregivers following compliance or performance violations.

Ensure documentation of all disciplinary measures and follow-up training in personnel files.
6. Background Check & CHRC Management Initiate and review Criminal History Record Checks (CHRC) for incoming caregivers.

Coordinate fingerprinting appointments and ensure completion prior to work assignment.

Track CHRC clearance status and communicate with hiring managers regarding any delays or issues.
7. Status Reporting & Data Management Maintain accurate logs and reports for caregivers in “Hold,” “On Leave,” and “Inactive” status.

Run and review compliance reports regularly to identify gaps or approaching expiration dates.

High-volume, fast-paced work requiring attention to deadlines and regulations

Frequent interaction with caregivers, HR team members, and clinical staff

May require occasional flexibility in schedule to support orientation or compliance deadlines
