Human Resources Manager; Mandarin

AFM Agency is seeking an experienced Human Resources Manager who is professionally fluent in Mandarin and English to oversee HR operations for our New York office.

We are an AI-native organization of approximately 30 employees operating across e-commerce, Tik Tok business, and brand solutions. This is a hands‑on individual contributor role focused on employee relations, compliance, recruiting, and developing practical HR processes for a fast‑growing business.

• Advise management and employees on HR policies, performance, and workplace matters.
• Handle employee relations, conflict resolution, investigations, and disciplinary processes.
• Support compliance with federal, New York State, and New York City employment requirements.
• Lead full‑cycle recruiting, onboarding, and offboarding.
• Maintain employee records, HR policies, and internal documentation.
• Improve HR workflows and support a positive, professional workplace culture.

• Professional fluency in Mandarin and English is required.
• At least 3 years of progressive HR experience, including hands‑on HR experience in New York.
• Previous experience as an HR Business Partner, HR Manager, or Senior HR Generalist is strongly preferred.
• Strong experience in employee relations, HR compliance, recruiting, and performance management.
• Working knowledge of New York employment laws and HR practices.
• Strong judgment, communication, confidentiality, and problem‑solving skills.
• Comfortable working independently in a fast‑paced, entrepreneurial environment.
• Bachelor’s degree or SHRM/PHR certification is preferred.

• Base salary: $55,000–$70,000 per year, based on experience.
• Performance bonus.
• Paid time off (PTO).

Monday through Friday, full‑time and on‑site in Midtown Manhattan, New York, NY.
