Time and Leave Manager (HEA) – Office of Human Resources

POSITION DETAILS

The Office of Human Resources (HR) at The City College of New York is committed to advancing the College's mission through strategic, customer-focused human resources services that support a diverse community of faculty, staff, and student employees. Serving approximately 3,000 employees, the Office of Human Resources provides comprehensive services in talent acquisition, onboarding, benefits administration, employee and labor relations, payroll coordination, workforce planning, and HR operations.

Reporting to the Director of Human Resources Operations, the Time and Leave Manager is responsible for leading the College's time and leave administration functions, ensuring compliance with University policies, applicable laws, and collective bargaining agreements. The incumbent oversees campus-wide timekeeping and leave administration, manages complex payroll-related transactions, maintains the integrity of attendance and leave records, and partners closely with University Payroll and campus departments to ensure accurate and timely processing.

The Time and Leave Manager serves as the College's subject matter expert on timekeeping, attendance, and leave administration, providing guidance to employees, supervisors, and administrators while identifying opportunities to improve processes, strengthen internal controls, and enhance operational efficiency. This position also plays a key role in supporting HR technology initiatives, including the implementation and ongoing administration of Workday and other workforce management systems.

The Time and Leave Manager's responsibilities include, but are not limited to, the following:

Time and Attendance Management:
  • Utilize Kronos, CUNYfirst, and related timekeeping systems to oversee and monitor staff attendance and work hours
  • Review and approve timesheets, ensuring accuracy and compliance with University policies, procedures, and applicable collective bargaining agreements
  • Investigate, reconcile, and resolve discrepancies or issues related to time and attendance records
  • Review and audit E-Central Timekeeping System data and submit payroll actions for processing to Central Office with appropriate follow-up
  • Coordinate with University Payroll and campus departments to ensure timely and accurate processing of attendance and leave-related transactions
  • Interpret and apply relevant labor laws, University policies, and collective bargaining agreements related to attendance and leave administration and provide guidance to employees and supervisors
Leave Management:
  • Administer and track various types of leaves, including vacation, sick, personal and other approved leaves
  • Advise employees and supervisors on leave policies and procedures
  • Review and approve leave requests, ensuring proper documentation and adherence to University policies, collective bargaining agreements, and contractual provisions
  • Maintain accurate leave records and reconcile employee leave balances across multiple employee groups
  • Generate leave-related reports and analyses to support operational decision-making and compliance efforts
  • Prepare routine correspondence, electronic materials, reports, and documents related to Time and Leave matters
Reporting and Analysis:
  • Generate regular and ad-hoc reports related to time and leave administration
  • Analyze data and identify trends, discrepancies, and areas for process improvement
  • Maintain all employee time and leave balances, analyzing data for accuracy and maintaining records for various employee groups on campus in accordance with applicable collective bargaining agreements and CUNY guidelines
  • Provide reports and analyses to the Payroll Manager and other stakeholders for payroll processing and operational purposes
  • Ensure data integrity, accuracy, and confidentiality of employee information
Policy Compliance:
  • Monitor and implement collective bargaining agreements and CUNY policies and procedures, where applicable
  • Keep abreast of University policies and procedures related to time and leave administration
  • Advise employees, staff, and supervisors on policies, regulations, and best practices
  • Collaborate with the HR team to develop and update time and leave policies and procedures, as needed
  • Interpret and apply collective bargaining agreements, University policies, and applicable regulations
  • Work on related special projects as assigned
