Human Resources Assistant

The human resources assistant exploits and analyzes information related to the management of human resources of the community and synthesizes it. It processes information by organizing it within the framework of defined administrative or legislative procedures. The human resources assistant may, if necessary, maintain relations with staff, particularly in administrative management activities.
* Management and updating of the personnel file.
* Execution, monitoring, and formatting of administrative decisions and files related to the careers of agents.
* Administrative management of working time.
* Material organization and follow-up of training actions.
* Reception, processing, and dissemination of information related to employment and training.
* Collection, exploitation, and organization of entered information and elaboration of synthesis documents.
* Management of payroll.

Profile Sought

- KNOWLEDGE:
* Know the status of the territorial public service, state, and special statutes.
* Master the tools of personnel management, as well as the Labor Code and the regulatory framework of the territorial career.
* Define and apply the orientations of the community in terms of time management.
* Establish training plans in accordance with the regulatory framework and using planning techniques and tools.
* Apply the budgetary and accounting rules of public accounting (M14, M52, M4,...).
* Know labor legislation as well as the disciplinary legal framework of the community and the decision-making instances and processes.
* Apply the community's human resources policy.
* Respect the organization of the HR department and other services and the margin of autonomy of the different actors.

- KNOW-HOW:
* Use personnel management software tools.
* Ensure the maintenance and updating of individual files of agents.
* Prepare tables and lists of aptitude for promotions and changes of grade.
* Prepare dossiers for joint bodies and write minutes and administrative acts.
* Apply statutes and internal operating rules.
* Orient towards training situations adapted to the project of the agent and/or his/her hierarchy.
* Collect and formalize indicators in the field of training.
* Recruitment.
* Identify CVs corresponding to the needs of the community.
* Synthesize and clearly present information.

- BE:
* Have a sense of contact and responsibilities.
* Demonstrate relational and writing skills.
* Be able to manage and lead a team.
* Know how to adapt to different interlocutors
* Be rigorous, autonomous, organized, and reactive
* Be able to adapt to the evolutions of information and communication systems
