The Business Services Manager (BSM) for the Bronx and Hunts Point Workforce1 Career Centers plays a critical leadership role in connecting local employers with qualified jobseekers. This role manages both the recruitment strategy and the sales/relationship management functions, ensuring employers’ hiring needs are met while building and sustaining long-term partnerships with businesses. The BSM oversees assigned NAICS sectors for the Workforce1 system and applies knowledge of New York City’s labor market and economic trends to shape business engagement and recruitment strategies.

Awesome Things You’ll Do Recruitment Strategy & Oversight
  • Design and implement recruitment strategies to ensure a steady pipeline of job-ready candidates across multiple industries.
  • Oversee the intake, validation, posting, and fulfillment of job orders in SBS systems
  • Partner with Career Advisors and recruitment staff to align candidate pipelines with employer requirements.
  • Coordinate and host recruitment events (virtual and in-person) to connect employers with Bronx and Hunts Point jobseekers.
  • Confirm hires and monitor recruitment outcomes to meet center and system-wide performance goals.
Sales, Business Development & NAICS Management
  • Build and maintain relationships with employers within assigned NAICS codes across the Workforce1 system.
  • Identify and cultivate new employer accounts while sustaining engagement with existing partners.
  • Apply knowledge of theNewYork City economic landscape to anticipate hiring trends and tailor recruitment strategies.
  • Represent Workforce1 at networking events, chambers of commerce, and industry forums to expand employer partnerships.
  • Collaborate with other Workforce1 centers to ensure alignment and avoid duplication of employer outreach.
Relationship & Employer Account Management
  • Serve as a trusted liaison for employer partners throughout the hiring process, ensuring high-quality service delivery.
  • Resolve employer concerns promptly and provide customer service that sustains repeat partnerships.
  • Maintain accurate employer records and recruitment outcomes in SBS systems.
Team Leadership
  • Manage, coach, and develop sales and recruitment staff, setting goals and conducting performance reviews.
  • Foster a culture of collaboration, accountability, and results.
  • Ensure team alignment with contract requirements and organizational priorities.
Compliance & Reporting
  • Monitor all business services activity to ensure compliance with SBS Workforce1 policies and procedures.
  • Prepare weekly, monthly, and quarterly reports for internal leadership and SBS funders.
  • Partner with SBS to communicate real-time progress, challenges, and recommendations.
Our Must Haves
  • Required Experience:
  • 3–5 years of combined
    recruitment and sales/business development
    experience.
  • Demonstrated ability to design and execute recruitment strategies informed by labor market trends.
  • Experience supervising and motivating a team of 6+ staff members.
  • Strong understanding of the
    New York City economy and how it impacts hiring trends.
  • Familiarity with managing employer accounts by
    NAICS sector
    .
  • Strong communication, relationship management, and negotiation skills.
  • Proficiency with MS Office Suite (Word, Excel, Outlook, Teams).
  • Required

    Education:

  • Bachelor’s degree in Business, Human Resources, Workforce Development, or related field (or equivalent experience).
