org. Setting and reporting

in its resolution a/res/72/279, the united nations general assembly endorsed the transformation of the development operations coordination office (dco) as a stand-alone coordination office within the united nations secretariat. Dco exercises managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the united nations sustainable development group (unsdg). This position is located in the resident coordinator (rc) system leadership branch of the united nations development coordination office (undco).

The incumbent reports to the senior talent management officer, under the overall supervision of the chief of branch.

responsibilities

within limits of delegated authority, the human resources officer will be responsible for the following duties:

  • general
    • develops and implements new human resources policies, practices and procedures to meet the evolving needs of the organization.
    • monitors and ensures the implementation of human resources policies, practices and procedures.
    • keeps abreast of developments in various areas of human resources.
    • prepares reports and participates and/or leads special human resources project.
    • may plan, organize, manage and supervise the work of the unit/section assigned.
talent management for the rc track
  • designs and leads an outreach strategy to attract qualified candidates from outside the un to the rc track.
  • manages the rc/hc talent pipeline, in collaboration with ocha.
  • manages the resident coordinator assessment centre (rcac).
  • engages with potential candidates, rc/hc talent pipeline members and rc pool members to provide them with career counselling and support, in close coordination with their parent entity.
  • projects and monitors vacant resident coordinator posts.
  • reviews recommendation on the selection of candidates.
  • serves as ex-officio in or secretary to appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies.
  • participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
  • represents the organization with full delegation of authority in discussions with senior government officials on recruitment and other human resources matters.
  • plans, organizes, develops, coordinates and administers the programmes and tests related to recruitment of candidates for the rc track.
  • staff development and career support
  • identifies and analyzes development and career support needs of rc/hc talent pipeline and rc pool members and designs programmes to meet identified needs.
  • prepares monitoring reports on staff development and career support programmes.
  • analyzes staff development and career support plans to ensure that they are consistent with the overall organizations goals, policies on staff development and career support, and the respective mandates.
  • evaluates effectiveness and impact of staff development and career support programmes and recommends ways to enhance effectiveness and impact.
  • provides advice on mobility and career development rc/hc talent pipeline and rc pool members.
  • formulates examination policies, and develops and prepares examination questions and papers.
  • supervises and monitors the work of the junior human resources officers in undertaking the full range of human resource management activities.
  • conducts research in preparing policy papers, position papers and briefing notes on issues related to examinations and tests.
