Senior Medicaid Business Analyst – MMIS / Provider Systems / Procurement
New York (Albany preferred) | Remote considered
We are seeking a Senior Business Analyst with strong Medicaid Enterprise (MMIS/MES) experience to support a large-scale state modernization initiative focused on provider systems, procurement strategy, and contract governance.
This role will support strategic initiatives across Medicaid provider management systems, enterprise contract amendments, and future-state solution design.
What You’ll Be Doing- Lead requirements gathering sessions with state stakeholders
- Analyze current-state Medicaid systems (MMIS/MES)
- Define future-state workflows for Provider Management modules
- Support drafting of procurement documentation (RFP/RFI)
- Contribute to contract amendment and governance documentation
- Develop KPIs, SLAs, and performance metrics
- Conduct gap analysis and impact assessments
- Facilitate stakeholder workshops and executive discussions
- Ensure traceability from requirements through implementation
- Support cost estimates and implementation planning
- 8+ years of healthcare IT experience
- Direct experience with Medicaid systems (MMIS/MES)
- Experience with Provider Management or Provider Enrollment modules
- Experience supporting RFP/RFI or procurement documentation
- Experience working with state Medicaid agencies or CMS-regulated environments
- Experience with MITA framework
- Experience drafting contract amendments or SLA documentation
- Experience defining KPIs and measurable performance outcomes
- Multi-state Medicaid experience
- Consulting background (Big 4 or public sector consulting)
You have worked on large Medicaid modernization efforts and understand:
- Claims & eligibility integration points
- Procurement strategy and vendor evaluation
- Regulatory and compliance alignment
You are comfortable speaking with both business and technical stakeholders and producing executive-ready documentation.
