The NYC Department of Consumer and Worker Protection (DCWP) is seeking a Lead Analytics Consultant to conduct a comprehensive assessment of its IBM Cognos Analytics environment and develop an actionable migration roadmap toward a future-state solution in the Microsoft Azure ecosystem—prioritizing Microsoft Fabric and Power BI
. The consultant will inventory current reports and data models, analyze usage and security, perform a fit‑gap against Azure/Fabric, and deliver a phased transition roadmap, future-state architecture, training plan, and an executive presentation.
- Analyze architecture
, environments, deployments, and integrations. - Inventory reports
, packages/data models, data volumes/usage, scheduling/distribution, and performance. - Review security & access controls
, governance, compliance, and operational processes.
- Elicit and document reporting requirements
, data‑source mappings, user roles/permissions, interactivity needs, export/distribution patterns, and compliance constraints. - Perform a fit‑gap comparing current Cognos capabilities with Azure/Fabric stack (e.g., One Lake, Synapse, Power BI) to identify modernization opportunities and limitations.
- Propose a future‑state architecture within Azure/Microsoft Fabric (data storage, semantic models, pipelines, governance, security, and visualization layers).
- Define migration approach (re‑platform vs. re‑architecture), sequencing, dependencies, and risk mitigations.
- Develop a milestone‑based roadmap with estimates for discovery, build, test/validate, cutover, and stabilization phases.
- Provide staffing assumptions, management considerations, and success metrics.
- Create a training plan for DCWP resources (admin, developer, analyst/end‑user tracks).
- Deliver an executive‑ready final presentation with recommendations, costs/efforts, and next steps.
- 8+ years in BI/Analytics with hands‑on experience in IBM Cognos Analytics (reporting, Framework Manager/metadata modeling, administration).
- 5+ years designing solutions on Microsoft Azure with fluency in Microsoft Fabric
, Power BI
, One Lake
, and Synapse (or Azure Data Factory/Databricks with clear mapping to Fabric). - Demonstrated delivery of at least two Cognos → Power BI/Fabric (or Azure)
assessments/migrations including report rationalization and security model redesign. - Strong grounding in data governance, security, and compliance (role‑based access, data classification, auditing, least privilege).
- Expertise in requirements discovery with business & technical stakeholders; ability to translate findings into actionable roadmaps
. - Excellent communication skills; able to brief executive and technical audiences and produce high‑quality deliverables.
- Bachelor’s degree in computer science, Information Systems, Data/Analytics, or related field (or equivalent experience).
- Public sector experience and familiarity with procurement and compliance processes.
- Experience with semantic modeling (Power BI datasets, Fabric models) and governance tooling (Purview).
- Background in performance optimization and cost governance for cloud analytics platforms.
- Platforms: IBM Cognos Analytics;
Microsoft Fabric (One Lake, Power BI, Synapse) - Data & ETL: Azure Data Factory / Synapse Pipelines; SQL; basic Python/Databricks familiarity a plus
- Security & Governance: RBAC/ABAC, workspace governance, lineage, data classification
- Practices: Report inventory & rationalization, fit‑gap assessments, migration planning, stakeholder facilitation, change management
- Fit‑Gap Analysis (Cognos vs. Azure/Fabric capabilities and limitations)
- Future‑State Architecture Diagram (recommended Azure/Fabric design)
- Final Executive Presentation (recommendations & next steps)
- Complete inventory with >95% coverage of active Cognos reports/assets.
- Signed‑off fit‑gap and future‑state within project timeline.
- Stakeholder satisfaction (≥4/5) on clarity and usefulness of roadmap and training.
- Approved final deck enabling decision on migration path and funding.
